You must minimize the impact as much as possible and use the roadway for normal silviculture operations. If conditions change so that you no longer use it for timber (i.e. subdivision, etc.) then it must be removed or permitted. The exemption you mention is completely up to Monte to determine if this project qualifies. If it does, then no NWP 14 is even necessary.
