Describe the attachments: We like for you to know where we are v�rorking even when we are using non-reporting permits. Attached is one RMIP site for Person County.For maintenance sites such as this one, NCDOT Division 5 has a procedure in place to provide our construction crews/Contractor with print outs of the general conditions e�laining the intent to operate under a non-reporting permit as long as all applicable conditions are met. Oversight from both the Division Environmental Staff and Roadside Environmental Field Operations Unit will ensure compliance with the permit conditions are met and that standard BMPs and EC plans are followed. As mentioned previously, Division 5 is in the process of replacing small pipes by batches based on routes upcoming for resurfacing. This is called the Road Maintenance Improvement Program (RMIP). Counties are developing pipe replacement lists by Fiscal Year(s). We are performing environmental screenings and then field verifying each of these sites. We are making sure there are no cultural resource issues, no protected species issues, nor any HQW crossings that would trigger written permits. Note for the most part, we are replacing pipes in place with the same size and length pipes. However where warranted we may upsize one pipe size (i.e. 18" to a 24") and may add a 4ft pipe segment only where shoulders need to be improved for safety. Temporary dewatering and/or pump around would be necessary if flow is present. We are not pushing out fill slopes, so no wetland impacts will result. Additionally, no trees will be cut and we are staying within our ewsting transportation facility, so there will be no triggers for buffer authorizations and this is why vve aren't reporting any NLEB habitat in the construction footprint.
