The site is zoned RB- 1. Adjoining properties to the North are zoned RB-1. Adjoining properties to the South and East are zoned RA-1A. The adjoining property to the south of the project between Fort Fisher Boulevard and General Whiting Boulevard consists of a parcel occupied by the Town of Kure Beach Pump Station #4 and a 30 foot wide utility easement. The site is bounded to the west by the Sunny Point buffer zone. A total of 21 townhome units in a mix of duplex and triplex structures are proposed as a Planned Residential Development in accordance with Article VI of the Town of Kure Beach Code of Ordinances. The proposed usage is consistent with the underlying zoning. All required site improvements will be completed during the initial phase of construction. The site is currently occupied by a convenience store, a single family residence, and two accessory structures which are all to be removed along with appurtenant driveways and utilities. Existing trees onsite have been located and are to be retained to the greatest extent practicable. The topography of the site slopes generally from west to east, towards Fort Fisher Boulevard. The existing drainage onsite consists of overland flow which is collected by a drop inlet in the shoulder of Fort Fisher Boulevard and conveyed south alongside this roadway via pipes to an ocean outfall located between 945 and 951 Fort Fisher Boulevard. The primary entrance is proposed along the Fort Fisher Boulevard frontage with a secondary entrance at the present terminus of General Whiting Boulevard. The paved private drive aisles internal to the project will be 20" wide to permit two way traffic as well fire apparatus. No public or private roadways are proposed. Town of Kure Beach water and sewer mains will be extended into the project to provide utility service. These public main extensions will be installed within proposed public utility easements. The existing water mains are located in the opposite shoulder of Fort Fisher Boulevard as well as the east shoulder of General Whiting Boulevard. These two segments will be connected with a 6" loop to allow for the installation of a hydrant internal to the project and improve water flow and quality on the General Whiting Boulevard dead end. Existing sewer mains are located in the near shoulder of Fort Fisher Boulevard as well as in the utility easement that bounds the south side of the site. The anticipated water usage and sewer flow of the proposed townhomes is 8,800 and 7,960 gallons per day, respectively. Stormwater runoff will be collected and treated in infiltration trenches located within the private driveways. Storm events in excess of the design storm will bypass the infiltration system be conveyed to the existing collection system in Fort Fisher Boulevard. Approximately 18,000 sf of existing impervious surfaces will be removed from the site, yielding a net increase of approximately 28,000 sf, or 41%. Means to control offsite sedimentation during construction are proposed. These will include gravel construction entrances at both driveways, a perimeter silt fence, and hardware cloth and gravel inlet protection.
