We recommend that the following conditions be included in the State authorization: a. Project•summary The applicant is proposing to construct a 34' long bulkhead which will average + 6' beyond the normal water level at the end of Washington Street on the Tar River. „,,\ Environmental settin The project site is where Washington Street, within the city limits of Washington, ends at the Tar River. The street is a dedicated right of way on which is located a sewage lift station. Severe erosion is occurring at the site, which is obvious from an erosion scarp which is within four feet of the foundation of the building. Along the erosion scarp is located scattered riprap. No wetland vegetation is present at the site. Bulkheads on private residential properties are located on each side of the right of way. Project proposal The applicant is proposing to construct a 34' long bulkhead which will average 6' beyond the normal water level and which will be 10' at the furthest point. The bulkhead will be connected to two adjacent bulkheads. Environmental impact The project as proposed will have a minimal environmental impact. No wetland vegetation will be excavated or filled. Waters, Jr., for a Department of the Army permit and a State Water Quality Certification to construct and backfill a bulkhead on the Tar River adjacent to Washington Street Extension, Washington, Beaufort County, North Carolina. Your receipt of this letter verifies your acceptance of a valid request for certification in accordance with Section 325.2(b)(ii) of our administrative regulations. We are considering authorization of the proposed activity pursuant to Section 404 of the Clean Water Act, and we have. determined that a water quality certification may be required under the provisions of Section 401 of the same law. A Department of the Army permit will not be granted until the certification has been obtained or waived. In accordance with our administrative regulations, 60 days after receipt of a request for certification is considered a reasonable time for State action. Therefore, if your office has not acted on the request by January 12, 1987, the District Engineer will deem that waiver has occurred.
