The purpose is to construct a single family residential subdivision connected by a network of roads and utilities (27
Lots in Phase 2A)

At the proposed road crossing (W1) a 47ft long, 18" RCP @ 1.07% slope will be installed under the roadway.
Water and sewer utility lines will be concurrently installed in the road right-of-way. The area will be back filled, the
roadway paved,and side slopes stabilized with vegetation.
The sewer line construction corridor will be excavated, the sewer line installed, the area backfilled and graded to
pre -construction contours, and then re -vegetated (grasses and herbaceous plants).
Typical construction equipment such as excavators, loaders, dump trucks, and graders will be utilized.

The sewer line impact is due to a permanent maintenance corridor. After installation, the area will be graded to
original contours and revegetated. Periodic vegetation maintenance will convert the corridor from a forested to
herbaceous wetland.

Lots were configured to ensure they could be developed without wetland impacts. A culvert beneath the road will
provide hydrologic connectivity between the undisturbed wetlands at the road crossing. As a low density
development, stormwater flow will not be redirected to or from the wetlands (i.e. hydrologic regime will not be
significantly altered).
The sewer line path was adjusted to minimize length through the wetlands.

Sediment and erosion control measures will be used, such as silt fencing, to protect water quality. Construction
limits will be clearly marked through wetlands.

a 1.1 ratio was chosen because the sewer line impact is a conversion from one type of wetland (forested) to
another (herbaceous), and the road crossing is in a headwater wetland heavily disturbed by logging activities

US FWS iPaC (https://ecos.fws.gov/ipac/). iPaC provided a list of federally protected species that may occur in the
proposed project area and/or may be affected by the proposed project. It included the Red -cockaded Woodpecker
(Picoides borealis), American Chaffseed (Schwalbea americana), and Michaux's Sumac (Rhus michauxii). No
Critical Habitats were identified.
NC Natural Heritage Program (ncnhp.org) Data Explorer indicates no element occurrences for federally protected
species within ten miles of the project area.
The site was timbered in 2016, except for a narrow streamside management zone along the intermittent stream.
