This permit, issued on , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The pier will be constructed in strict accordance with the attached plat
dated 1/6/86. No expansion or extension of the pier will be undertaken.

(2) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1989
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

8. Project summary The applicant proposes to repair and replace a 750 foot long
by 6 foot wide pier into Roanoke Sound in Nags Head at the Villa Condominiums.

PROJECT DESCRIPTION
The 17 acre trapt of land which is adjacent to Roanoke Sound in Nags Head
has been developed into a housing development containing 120 residential condo-
minium units. This development known as the Villas Condominiums is serviced by
a waste water treatment facility and provides a recreational beach and a 750
foot long access pier into Roanoke Sound.
During Hurricane Gloria, the entire pier was damaged to some degree with a
575 foot long section in the middle being totally destroyed. The applicant is
requesting to repair a 150 foot long section which extends from the highground,
replace the next 575 feet and repair the remaining 25 feet and 16 X 40 foot T
head. The pier will be reconstructed at its original six foot width.
ANTICIPATED IMPACTS
The jetting of new pilings will result in some short term turbidity. No
slips are provided and the pier is not intended for long term mooring which
would constitute a marina. The..pier is intended for access by property owners
and should not constitute a navigational hazard due to the fact the pier will
be constructed along its original alignment and will Actually serve to reduce
the hazard caused by the pilings which are sheared off at the NWL.
CAMA REVIEW
The project site is classified as transition in the Nags Head LUP. This
proposal is consistent with that classification.
