The DWR concurs that the U-5731 project does not require going thru the merger
process as no there are no other agency concerns (other than wetlands).

For our records and as a follow up to our meeting on August 2, 2018, please confirm
that your agency is in an agreement that STIP Project No. U-5731, proposed intersection
improvements at US 74 and US17/US421, does not need to go through the Merger
Process.
