CERTIFICATION
THIS CERTIFICATION is issued in conformity with the requirements of
Section 401 Public Laws 92-500 and 95-217 of the United States and
subject to the North Carolina Division of Environmental Management
Regulations in 15 NCAC 2H, Section .0500 to U.S. Army Corps of Engineers
pursuant to an application filed on the 26th day of November, 1986 to
expand spoil island H.
The Application provides adequate assurance that the discharge of
fill material into a wetlands area adjacent to the waters of Roanoke
Sound in conjunction with the proposed expansion of the island in Dare
County will not result in a violation of applicable Water Quality
Standards and discharge guidelines. Therefore, the State of North
Carolina certifies that this activity will not violate Sections 301,
302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance
with the application and conditions hereinafter set forth.
Condition(s) of Certification:
1. That the activity be conducted in such a mariner
as to prevent significant increase in turbidity
outside the area of construction or construction
related discharge (increases such that the
turbidity in the Stream is 25 NTU's or less
are not considered significant).
Violations of any condition herein set forth shall result in
revocation of this Certification.
This Certification shall become null and void unless the above
condition is made a condition of the Federal Permit.

Enclosed is an application for a water quality certification ,
pursuant to Section 401 of P.L. 95-217 to place fill material
wetlands in conjunction with the expansion of the dredged material
disposal area on Island H, Manteo (Shallowbag) Bay Project, Dare
County, North Carolina.
Expansion of the disposal area on Island H is scheduled for the
winter of FY 1987. Therefore, if at all possible, we would like to
have your decision on our application by December 31, 1986.

NATURE OF ACTIVITY: Placement of fill material in wetlands in conjunction
with expansion of the diked disposal area on Island H.
DISCHARGE OF: Fill material in wetlands
PROPOSED ACTIVITY TO BEGIN: Winter of FY 1987
LOCATION OF DISCHARGE: Fill material will be placed in a low area on the
west side of-IslandH (see figure 1) between the existing dike and the mean
high water (MHW) mark along the shoreline (see figure 2). The wetland area
is approximately 1.5 acres in size and is covered by a mixture of high marsh
wetlands and upland terrestrial vegetation established after construction of
the existing dike on Island H.

TYPE OF DISCHARGE INCLUDING CHEMICAL COMPOSITION, QUANTITY, FREQU •NCY.
TEMPERATUR AND -KINDSS, -AND UANTITIES- OF- POLLU ANTS -OR, CONTAMINANTS: The
fill material-will-consist of dredged materials which-are-predominately
fine to coarse grained sands from the northern end of the upland disposal
area. While the exact quantity of material to be discharged is unknown at
this time, the entire wetland area will be filled during expansion of the
disposal area.
PROJECT FUTURE VARIATION IN THE NATURE OF THE DISCHARGE: None

Heavy construction or-earth-moving equipment-will be used to-move and
place the fill material in the wetland area during dike construction.
