The applicants propose to excavate boat basins and construct
bulkheads at their respective properties adjacent to a canal off
Charles Creek, classified SA.
The proposed project has been reviewed to determine impacts on water
quality. The following comments are provided:
1. The project will require 401 Certification but should meet the
conditions for a General 401 Certification for bulkhead
construction.
2. The proposed project should not violate water quality standards.

9. Narrative description
The applicants are the owners of two individual parcels located
adjacent to a man-made canal which extends off of Charles Creek in
the Twisted Oaks Subdivision near Sneads Ferry in Onslow County.
The properties are characterized by 4' elevations and on each
lot is each applicant's mobile home serviced by package waste treat-
ment facilities which exist in this subdivision.
Vegetation on the lots is domestic yard species and the shoreline
forms a distinct bank which drops steeply down into the water.
The applicants are proposing to excavate basins o

Conducting the projects as proposed will involve the disturbance
of approximately.900 sq.ft. of shallow, man-made brackish water
area and will involve the disturbance of about 6,200 sq.ft. on the
adjacent high ground. The highground disturbance is distributed
between the area to be dredged for the basins, which will be 18.00
sq.ft. (900 sq.ft. for each basin) and about 4,400 sq.ft. (2,300
sq.ft. for each lot) of area disturbed in,the spoil disposal.
Adjacent waters are classified as SA by the DEM and are currently
open to shellfishing by the Div. of Health Services.
