In addition to the modification, the permit for general construction has now expired and must be renewed. A renewal request, however, was properly covered by Superintendent Gray in a separate letter. I informed Mr. Gray that renewal would be provided at the time of modification and that we would attempt to keep the permit current. Unfortunately, the review has taken longer than expected. We are still unable to finalize the two permit actions as requested due to a lack of information that is necessary for NRCD's Division of Environ- mental Management to fully assess potential impacts to area water quality. A copy of that agency's memorandum is attached. You can readily see that D.E.M. does not object to the project modification, nor do other state and federal review agencies. However, stormwater runoff and operational discharges at the facility are of considerable concern. It is requested that you respond to the information request by D.E.M. at your earliest convenience. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction- related discharge (increases such that the turbidity in the Stream is 25 NTU's or less are not considered significant). 2. That the plans filed for stormwater runoff controls and modifications to the painting/blasting operations be implemented by the Department of Transportation to minimize impacts on water quality from the existing operations. Violations of any condition herein set forth shall result in revocation of this Certification. Moore, Environmental Engineering Tech /tl NCH Water Quality Section Washington Regional Office THROUGH: Jim Mulligan, Regional Supervisor, Washington SUBJECT: Regional Office Review NCDOT - Mann Harbor Dare County TO: Bill Mills, Assistant Head 1 B h The NCDOT has requested a major modification to their DF/CAMA permit for the Manns Harbor Ferry facility. The project site is located at the terminus of SR 1105 and is bordered to the east by Croatan Sound (SA) and to the west by Spencer Creek (SA). Although Spencer Creek is not designated a Primary Nursery Area, the DMF 1985 data show that during dry years the creek serves as a nursery area for juvenile fish, shrimp and crabs as do other primary nursery areas in the Pamlico Sound (phone conservation January 23, 1986, with Jeff Ross-Manteo). The creek is bordered along its entire length by an extensive Juncus marsh. The DOT proposes to: (1) revise the bulkhead alignment on the west side of the boat basin (2) excavate a 175 ft. x 15 ft. x -5ft. deep flushing channel along the west side of the boat basin to connect an existing canal to Spencer Creek (3) place rip-rap along the east bulkhead (150 ft. long x 10-15 ft. wide) (4) construct a 50`ft. x 55 ft. boat ramp at the location of the old marine railway By memo to John Parker dated August 12, 1985, (copy attached) DEM expressed several concerns regarding water quality. Those concerns relate to impacts associated with (.a) stormwater runoff, (b) disposal of collected water from sump pits in work area and (c) control of blasting residue and paint spraying operations. Mr. Jim Edgerton, DOT, responded to these concerns by letter dated October 9, 1985 (copy attached). Listed in the letter are several actions which DOT has taken under their "current program" to reduce the potential for discharge of pollutants to State surface waters. The most significant action among those :f 4 Bill Mills 1-24-86 Page 2 listed is the transferring of vessels ashore by use of a shiplift. This allows maintenance work to be performed in concrete pits where blasting residue and other debris can be collected and hauled to the county landfill. Their "current program" does not indicate that screening devices will be used to control blast- ing residues or drift from spray painting. These measures are listed under "Long Range Goals". T have had the opportunity to observe maintenance activi- ties with the use of portable curtains at the Elizabeth City shipyard. The portable curtains were effective in controlling blasting residue and drift from spray painting. It is my opinion that the control measures listed under the "current program" represent a significant improvement over. the previous methods used at this operation, however, without the use of screens, contaminants will likely be discharged to adjacent waters. A stormwater management plan was submitted by Mr. Donald Crowder, Lockwood Greene Engineers, Inc., on behalf of DOT. Basically, the plan involves.the collection of storm runoff from the 10-year-1 hour storm event (2.8 inches). Runoff from areas 4,5, 6, and 7 (see map) would be directed to an existing spoil basin with a storage volume of approximately 3 million cubic feet* This aspect of the plan appears sound, however, due to physical limitations, runoff from areas 1, 2, and 3 will be directed to adjacent SA waters. The runoff from Areas 1, 2 and 3 would be significant at times and might contain high levels of coliform bacteria that may violate the fecal coliform standard in Spencer Creek and Croatan Sound. Bill Mills 1-24-86 Page 3 After discussing these alternatives with Mr. Edgerton and Mr. Crowder, they felt that the stormwater management plan represented their best effort. Based on "Best Professional Judgment", the proposed stormwater management plan does not appear to be adequate. For this reason, I cannot recommend that the DEM offer favorable comments on the CAMA permit. Pursuant to your request the following actions are planned at this facility in an effort to eliminate contaminents from surrounding waters: CURRENT PROGRAM (1) Current paint applications have been revised to elimi-nate:lead content and apply polyomide-epoxy with vinyl antifouling and silicone alkyd top coats. Our review of the modifications indicates that the specific items as described above are not expected to adversely affect water quality. 3. However, we do have several concerns with this facility which DOT should address. These are: (a) storm water runoff to adjacent SA waters (there is no storm water management plan for the paved areas at this facility); (b) disposal of collected water from the sump pits to be located in the work areas (platens). This water may be contaminated with blasting residue and organic matter. DOT has not indicated the location where this water is to be pumped; and (c) control of blasting residue and paint spraying operations.. Because these activities are conducted on a large scale basis immediately adjacent to SA waters, reasonable control measures must be implemented at this facility. Since my discussion with you and Mr. Jim Edgerton, we have made an evaluation of the storm water runoff for the referenced site. Giving consideration to the status of the building construction and underground utilities, we have revised the grades and added underground storm drains where practical to direct the maximum amount of storm water runoff to the Transfer Table and to minimize costly changes to he existing structures and underground utilities. A lift station will be located in the Transfer Table to pump the storm water to the existing spoil basin. As you know, the existing Maintenance Building has a roof that is sloped both to the north and south sides of the building. The runoff from the roof is then collected in gutters and downspouts and splashed onto the ground. The southern half of the roof area will be drained toward the Transfer Table. The north half of the building will continue to drain to both Spencer Creek and Croatan Sound. In order to redirect the north roof drainage to the Transfer Table, carbon steel pipe would be required. The installation would require the pipe to be connected to the gutter and supported on the north, east and west exterior sides of the building, sloping to the south side to an underground drainage system at the southeast and southwest corners of the building. The existing siding would be cut at each column (which are on 24 ft. centers), a pipe support bracket welded to the column and then the hole closed and sealed. As you are aware, these holes would be very difficult to seal watertight, thereby creating a serious maintenance problem. The applicant has requested the following modifications, (1) a revised bulkhead alignment on the west side of the boat basin (2) placement of rip-rap at the end of the bulkhead (area = 150' x 10') (3) a 50 x 55 boat ramp (4) a 175 ft. x 15 ft. flushing channel near the west side of the spoil area and (5) a one-year extension to July 31, 1986. After reviewing the application and conducting a site investigation, I do not feel that the proposed modifications will adversely affect water quality; however, there are a few items which need to be addressed by the DOT. The first item involves the discharge of storm runoff into adjacent SA waters. There will be a considerable amount of concrete area adjacent to surface waters. No storm water management plans have been formulated. The second item relates to the proposed discharge of water from sump pits to be located in the work areas (platens). This water may be contaminated with blasting residue and organic matter. DOT has not indicated where this water will be pumped. The third item relates to the control of blasting residue and spray painting operations. Because these activities are immediately adjacent to SA waters, and will be conducted on a large scale basis, it is imperative that reasonable control measures be implemented at this facility. NC DOT - Manns Harbor Marine Maintenance Facility SITE DESCRIPTION The Manns Harbor Marine Maintenance Facility is an existing facility on Spencer Creek which is undergoing extensive renovation to meet the needs of NC Department of Transportation for the Ferry Division. This project has received a variety of authorizations (renewals and modifications) under Permit #168-78. This request will constitute the fourth renewal and sixth modification. The applicant has requested: - a one-year extension to July 31, 1986 - a revised bulkhead alignment on the west side of the boat basin - 150 feet long x ^10-15 feet wide of riprap at the end of the bulkhead - a 175-foot x 15-foot x-5-foot flushing channel along the west side of the spoil area to connect with Spencer Creek, and - a 50x55 boat ramp at the location of the old marine railway. ANTICIPATED IMPACTS The bulkhead alignment on the west side of the boat basin is not the same alignment shown to me at our last onsite meeting; however, approval has been given for a similar alignment which actually extended beyond the present proposal. (See Permit #168-78, Second Renewal, Fourth Modification.) The bulkhead is proposed to be aligned above mean high water on a high-ground area which has previously been filled. I may have to provide an addendum to this report when I make another field visit if these conditions are not accurate for the entire 1,220 feet. Approximately 150 feet of riprap will be placed at the end of this bulkhead to prevent wake from washing out behind the bulkhead. The result will be -2,115 square feet of shallow water habitat filled along the shoreline. The old flushing channel around the perimeter of the spoil disposal area was filled to provide room for the syncrolift. DOT has agreed to reconnect Spencer Creek with Croatan Sound via a new flushing channel which will be 150 feet long, 15 feet wide, and -5 feet below mean high water. A small nip of high ground adja- cent to a lush Juncus roemerianus marsh is available for this alignment. The impacts can be minimized if the flushing channel is dug entirely on the high ground with all spoils being placed within the existing spoil disposal area. This alignment will be staked by a representative from this office. This bulkhead represents only 600 feet which requires authorization. The remaining 620 feet reported in the application has already been approved, as well as the excavation in the basin. The bulkhead will be aligned along the high ground and landward of the 5-foot-wide by 250-foot-long border of Phragmites which has been approved by permit'for excavation. Special attention should be taken to avoid authoriza- tion of backfill behind the riprap because of the potential of filling marsh on the other side of the peninsula and the difficulty of retaining the spoil on high ground. This project has received a variety of-authorizations (renewals and modifications) under . Permit #168-78. This request will constitute the fourth renewal and sixth modification. The applicant has requested: a one-year extension to July 31, 1986 - a revised bulkhead alignment on the west side of the boat basin - 150 feet long x ^10-15 feet wide of riprap at the end of the bulkhead - a 175-foot x 15-foot x»5-foot flushing channel along the west side of the spoil area to connect with Spencer Creek, and a 50x55 boat ramp at the location of the old marine railway. ANTICIPATED IMPACTS The bulkhead alignment on the west side of the boat basin is not the same alignment shown to me at our last onsite meeting; however, approval has been given for a similar alignment which actually extended beyond the present proposal. (See Permit #168-78, Second Renewal, Fourth Modification.) The bulkhead is proposed to be aligned above mean high water on a high-ground area which has previously been filled. I may have to provide an addendum to this report when.I make another field visit if these conditions are not accurate for the entire 1,220 feet. Approximately 150 feet of riprap will be placed at the end of this bulkhead to prevent wake from washing out behind the bulkhead. The result will be -2,115 square `feet of shallow water habitat filled along the shoreline. The old flushing channel around the perimeter of the spoil disposal area was filled to provide room for the syncro.lift. DOT has agreed to reconnect Spencer Creek with Croatan Sound via a new flushing channel which will be 150 feet long, 15 feet wide, and -5 feet below mean high water. A small nip of high ground adja- cent to a lush Juncus roemerianus marsh is available for this alignment. The impacts can be minimizes if the flushing channel is dug entirely on the high ground with all spoils being placed within the existing spoil disposal area. This alignment will be staked by a representative from this office. NC DOT - Manns Harbor Marine Maintenance Facility Page 2 The old marine railway has been removed from the head of the basin, and this area is available for the 50x55-foot boat ramp. This area has been highly disturbed by the previous facility and still contains a mix of sand and "black beauty." The placement of the boat ramp in this area will result in the filling of approximately 2,500 square feet of rather unproductive shallow water habitat.
