HARRINGTON SECRETARY of Engineers Wilmington, NC 28402 ATTENTION: Regulatory Branch Dear Sir: Jr9, 2 4 '1986 OPERA i 4UPl SUBJECT: Davidson County, US 52 from Lexington to Welcome (R-74) The North Carolina Department of Transportation proposes to construct the subject highway as a four-lane divided facility on new location. This project is the remaining segment of an overall plan to upgrade US 52, a major artery, between I-85 in Lexington and I-40 in Winston-Salem. The Final Environmental Document for the proposed project was approved in 1976 and the right-of-way has been acquired. Planning for the project began in 1975. Federal, State and Local Agencies (including, among others: U. S. Army Corps of Engineers, U. S. Fish and Wildlife Service, Environmental Protection Agency, N. C. Wildlife Resources Commission, and N. C. Department of Cultural Resources.) were requested to provide information for the draft environmental report. Their input was included in the draft report which was circulated to each of the agencies for review and comment. Following circulation of the draft report, a public hearing was held. Comments voiced at the hearing and those received on the draft report were considered in the preparation of the final environmental report. The agencies involved in the planning process were provided a copy of the Final Environmental Document. It is our understanding, based on a field review made by Mr. David Baker of your staff and several members of our staff, that Department of the Army Permits are required at eight sites. Application is hereby made for a Department of the Army permit as required for the subject work. The permit application and drawings depicting the proposed work are attached. The application is based on eight sites which will require filling a total of ten acres of wetland and placing approximately 9,300 c.y. of fill below ordinary high water. b. . y 3 District Engineer Page 2 September 12, 1986 Application is being made, by copy of this letter, for a Section 401 Water Quality Certification from the Division of Environmental Management, N. It is expected that detrimental short term impacts to water quality will occur at the eight sites. Sediment and erosion, stream channelization, dredge and fill of wetlands and the general presence of heavy equipment and construction will severely degrade stream segments during the lengthly construction period. Once the project is finished concrete and lespedeza will replace farmlands, swamp dogwood, hickory and arrow-arum Streams will further be threatened by the routine spraying of herbicides along the highway by DOT. Soon businesses and residential sections will open up along the roadway further degrading the stream by runoff, discharges and the threat of spills and trash. HARRINGTON SECRETARY The North Carolina Department of Transportation proposes to construct the subject highway as a four-lane divided facility on new location. This project is the remaining segment of an overall plan to upgrade US 52, a major artery, between I-85 in Lexington and I-40 in Winston-Salem. The Final Environmental Document for the proposed project was approved in 1976 and the right-of-way has been acquired. Planning for the project began in 1975. Federal, State and Local Agencies (including, among others: U. S. Army Corps of Engineers, U. S. Fish and Wildlife Service, Environmental Protection Agency, N. C. Wildlife Resources Commission, and N. C. Department of Cultural Resources.) were requested to provide information for the draft environmental report. Their input was included in the draft report which was circulated to each of the agencies for review and comment. Following circulation of the draft report, a public hearing was held. Comments voiced at the hearing and those received on the draft report were considered in the preparation of the final environmental report. The agencies involved in the planning process were provided a copy of the Final Environmental Document. It is our understanding, based on a field review made by Mr. David Baker of your staff and several members of our staff, that Department of the Army Permits are required at eight sites. Application is hereby made for a Department of the Army permit as required for the subject work. The permit application and drawings depicting the proposed work are attached.
