authorizing development in Brunswick County at the Atlantic Ocean, SR 1100 at
Caswell Beach as requested in the pennittee's application dated 10/17/86 including
attached plats, sheets 1-4 of 4 dated received 11/10/86.
This permit, issued on Z V97 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) All materials (sand) from grading operations not used in the roadbed construc-
tion must be- deft in the ocean hazard AEC. NOTE: As much sand as possible
should be placed along the shoulder of the existing road where it is threatened.

In order to minimize damage to the 'maritime 'shrub thicket, the width
of right-of -way.clearing should be minimized._ Sand fences should also
be installed along the edge of the cleared thicket to help minimize. wind
damage and enhance the thicket's ability to reestablish a protective
canopy. Shrub. thicket plants could also be planted along the edge of
the cleared thicket. Typical species would include red cedar, yaupon
and live oak.

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires, resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1990
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

ADDITIONAL CONDITIONS
NOTE: Several water lines are located in the path of and adjacent to the proposed
project. Due to a possible rupture during construction, the contractor
should contact the appropriate water system officials to specify a work
schedule.
NOTE: Plans and specifications of all water system improvements must be approved
by the Division of Health Services prior to the initiation of construction.
NOTE: Borrow pits and all ditches should be drained to alleviate breeding areas
for mosquitoes. Care should also be taken not to block existing drainage
ditches.

The applicant proposes to relocate road SR1100 approximately 110 feet
landward from the Atlantic Ocean. The relocation involves
approximately 1/4 of a mile length of road.
The project has been reviewed to determine impacts to water quality.
The project does not require a 401 certification. This office has no
objection to the project as proposed.

9. PROJECT DESCRIPTION:
The project is located adjacent to the Atlantic Ocean and between the Caswell
Dunes project and the CP&L ocean outfall canal. During recent months
continuing erosion toward the east portion of the project area has resulted in
approximately 1200 linear feet of roadbed becoming "threatened" by the ocean,
i.e., the erosion escarpment is located within 20' of the structure of the
roadbed. In order to avoid a significant breach of the road which would isolate
the existing U . S . 'Coast Guard Station and Oak Island Lighthouse to the east as
well as the N.C. Baptist Assembly, DOT is proposing to relocate the road
landward. The area landward of the existing roadbed has a dune system which
is covered by maritime vegetation. The roadbed right-of-way contains a water
main serving Caswell Beach.
The applicants propose to relocate the existing road a maximum distance of
approximately 150' landward of the existing road. A 60' right-of-way would be
established through the dunes and maritime vegetation. Some changes in
elevation of existing grades will be necessary. A total of approximately 2900' of
new road would be constructed. At present DOT officials are negotiating for
appropriate right-of-way authorization with existing property owners.
10. ANTICIPATED IMPACTS:
As proposed the roadbed and associated right-of-way will impact approximately
174,000 s . f . of ocean hazard AEC. A portion of this area is dune formation and
a portion is maritime vegetation. The existing road could potentially be
protected temporarily in place for a time but the long term expense for such a
project and the ultimate results should be considered. A loss of the road bed
due to storm or ongoing erosion would isolate a military installation as well as
the navigation aid provided by the Oak Island Lighthouse. The overriding
public benefit of relocating the road appears to offset the impacts to the dunes
and vegetation. Due to the presence of the water line in the existing road
shoulder DOT officials have indicated their desire to retain the road in place.
Public access can be enhanced by this decision.
