Narrative description The applicant's property is a 15-acre tract located adjacent to Calico Creek at 16th and Fisher Streets, in the town of Morehead City, Carteret County. The property was developed in the 1950s as a school and has been taken out of service by the Board of Education and the school was turned over to the Town of Morehead City in 1980 and was converted into a recreational facilitty. The site still has the previously existing school building which is located adjacent to Fisher Street and the playground which is be- tween the building and Calico Creek. These structures. are used by the Recreation Department. The applicants are proposing to perform improvements to the grounds in order to develop a multi-function athletic field on the existing playground. The fill will be approximately 450' wide and 700' long and will involve raising the elevation of the adjacent ground an average of 4'. 10. Anticipated impacts This project will involve the placement-and grading of about 50,000 .cu.yds. of road repair debris over an area of approximately 7 1/2. acres.. The area will be graded and grassed and maintained as a recreational field upon completion. Sedimentation will be con- trolled by silt fences, grading and grassing. Calico Creek is a primary nursery area as designated by DMF; waters are classified as SC by the DEM and adjacent waters are currently closed to the tak- ing of shellfish by the Div. of Health Services. Remove accumulated sediment from traps when*j full or when silt has built up to within one foot of'stone filter berm spillway invert. Place mucked out materials uphill from sediment trap, away from areas of concentrated water flow. Remove accumulated sediment from silt fences once it has bui" up to.15 inch depth. 2. Replace washed gravel in filter berms, filter boxes, and in cone around riser in debris basins when clogged with mud. 3. Replace silt fence fabric if torn or deteriorated. 4. Stone filter boxes are to be placed at all inlets once storm drain system is installed. 5. Maintain diversion ditches and silt fences used as diversions to ensure positive drainage to sediment collection areas and prevent washouts in diversions or under silt fence diversions. 6. Maintain gravel construction entrances until roads and parking areas have been gravelled. 7. 'Sediment controls shall be maintained in working order until their con- tributing drainage area has been stabilized. 8. Upon stabilization of site, grade 'out temporary diversions, remove silt ,fences, and stone berms, fill sediment traps, and stabilize these areas. (1) A minimum buffer of 10' will be maintained between the toe of any fill and the adjacent wetland line as determined by DCM. The determination of such wetland line can be done my making arrangements with the local DCM office at 726-7021. (2) All grading and filling will be done landward of the marshline and buffer zone, and under no circumstances will any marsh be excavated and/or filled. (3) All construction will be done in strict accordance with the Sedimentation and Erosion Control plan as approved by the Division of Land Quality. NOTE: An Erosion and Sedimentation Control Plan has been submitted for this project. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. Narrative description The applicant's property is a 15-acre tract located adjacent to Calico Creek at 16th and Fisher Streets, in the town of Morehead City, Carteret County. The property was developed in the 1950s as a school and has been taken out of service by the Board of Education and the school was turned over to the Town of Morehead City in 1980 and was converted into a recreational facilitty. The site still has the previously existing school building which is located adjacent to Fisher Street and the playground which is be- tween the building and Calico Creek. These structures are used by the Recreation Department. The applicants are proposing to perform improvements to the grounds in order to develop a multi-function athletic field on the existing playground. The fill will be approximately 450' wide 4nd 700' long and will involve raising the elevation of the adjacent ground an average of 4'. 10. Anticipated impacts This project will involve the placement-and grading of about 50,000 cu.yds. of road repair debris over an area of approximately 7 1/2 acres.. The area will be graded and grassed and maintained as.a recreational field upon completion. Sedimentation will be con- trolled by silt fences, grading and grassing. Calico Creek is a primary nursery area as designated by DMF; waters are classified as SC by the DEM and adjacent waters are currently closed to the tak- ing of shellfish by the Div. of Health Services.
