Narrative description The applicant'sagent (Lloyd O. Goode, Jr) is President of the Money Island Townes.Flomeowners Association. The Association consists of an eight-unit condominium development located on a 3.3 acre tract adjacent to Money Slough off Brooks Ave. in the Town of Atlantic Beach, Carteret: County. The undeveloped portion of the tract is cha- racterized by common low scrubs and grasses on sandy soils. Where the condominiums are located the grasses are cult•.ivated as a lawn. Elevations are approximately 4.51. The shoreline is characterized by a concrete bulkhead landward of a 20--30' fringe of smooth cordgrass marsh. A dock which varallels the shoreline is waterward of this marsh and two walkways connect back to the respective condominiums. On the east, the dock connects directly to the existing pier of the Fort Macon Marina., On the west, the dock ends short of a private boat slip operated by an adjacent*ri.- parian property owner. The applicant proposes to construct three boat slips where the doer: ends on the west. The pilings for the slips will extend 25' water-- ward of the existing dock structure. Money Sloughis about 100' w_Je in this area. 10. Anticipated impacts The project will involve some minimal short term impacts due to the jettying associated with the piling placement. Particular notice should be paid to the public comment period as these pilings could im- pact local navigational interests in the area. The westernmost slip has waters that grade from -1' deep to -2' deep at MLW, progressing offshore to approximately one-half the slip length. Adjacent waters are classified as SA by DEM and shellfishing is currently closed ac- cording to the Div. of Health Services. Submotted by Nelson G. The additional boat slips would accommodate boats of sufficient size as to contain marine sanitation devices. It is expected that this project will increase the probability that a discharge of sewage from boats will occur and violate the water quality standard for fecal coliform. Unless the applicant is limited to a total number of slips not to exceed 10, required to provide a marine pumpout facility, and required to strictly enforce a locked head policy, fecal coliform violations are expected to occur. 2. The project is located on Money Island Slough in Bogue Sound classified SA and currently closed to shellfishing. The project has been reviewed to determine impacts to water quality. The following comments are provided: 1. The project will not require 401 Certification. 2. The proposed project would accommodate.three additional boat slips to the existing mooring docks. The piers would accommodate boats of sufficient size as to contain marine sanitation devices. It is expected that the project would increase the probability that discharges of sewage will contravene fecal coliform standards for waters classified SA. Unless the applicant is able to limit the total number of slips to 10, and provide marine pumpout facilities and enforce a locked head policy, fecal coliform'standard violations are expected to occur. Narrative description The applicant'sagent (Lloyd 0. Goode,. Jr) is President of the Money Island Townes Homeowners Association. The Association consists of an eight--unit condominium development located on a 3.3 acre tract adjacent to Money Slough off Brooks Ave. in the Town of Atlantic Beach, Carteret County. The undeveloped portion of the tract is cha- racterized by common low scrubs and grasses on sandy soils. Where the condominiums are located the grasses are cultivated as a lawn. Elevations are approximately 4.5'. The shoreline is characterized by a concrete bulkhead landward of a 20-30' fringe of smooth cordgrass marsh. A dock which varalleis the shoreline is waterward of this marsh and two walkways connect back to the respective condominiums. On the east, the dock connects directly to the existing pier of the Fort Macon Marina. On the west, the dock ends short of a private boat slip operated by an adjacent'ri- parian property owner. The applicant proposes to construct three boat slips where the dock ends on the west. The pilings for the slips will extend 25' water- ward of the existing dock structure. Money Sloughis about 100° wide in this area. 10. Anticipated impacts The project will involve some minimal short terra imparts due to the jettying associated with the piling placement. Particular notice., should be paid to the public comment period as these pilings coulr im- pact local navigational interests in the area. The westernmost slip has waters that grade from -1' deep to -2' deep at MLW, progressing offshore to approximately one-half the slip length.
