(1) An earthen plug will be left between the area to\be excavated and the existing
canal and a Z4-flour period after compl-e€ion of the excavation will elapse
prior to plug removal to prevent unnecessary siltation into the adjacent
water.
(2) The bulkhead alignment will approximate the mean high water level.
(3) All fill material to be placed below mean high water level will be confined
behind the permitted bulkhead.
(4) No excavated or fill material will be placed at any time in any marsh or
surrounding waters outside of the alignment of the fill area indicated
on the plat.
(5) All excavated materials will be confused above mean high water and landward
.of regularly or irregularly flooded marsh behind adequate dikes or other
retaining structures to prevent spillover of solids into any marsh or surroun-

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1989

The applicant proposes to excavate a private boat basin from high-
ground property. The basin is proposed to be 30 feet x 30 feet, and
surrounded by a wooden bulkhead, adjacent to a man-made canal off of
Charles' Creek, classified SA.
The project has been reviewed to determine impacts to water
quality. The following comments are provided.
This project will not require 401 certification. This office
has no objections to the project as proposed.

8. Project summary The applicant desires to excavate a 30' by 30' boat basin on his Tor
located along the Twisted Oaks man-made canal and construct a bulkhead along its
perimeter near Sneads Ferry.

9. PROJECT DESCRIPTION:
The project site is located on Lot #15 within the "Twisted Oaks" Subdivision off of
S.R. 1521 in Sneads Ferry, Onslow County. The lot in question borders the southern
bank of Bob Bryant's man-made canal (see permits for original developer). This
canal adjoins Charles Creek which has approximately 1' of normal tidal amplitude.
Charles Creek is also classified as a primary nursery area and is SA. The lot has
an irregular eroding 80' long shoreline with a denuded 2' vertical bank. The two
lot owners on both sides of the applicant have small upland boat basins. A
trailer sits on the lot and pine and gum trees are found. No marsh exists along the
bank and the creek depth is about -4' MLW depth. The.bottom consists of silt,
leaf litter and mud.
The applicant proposes to excavate an individual boat basin into his lot measuring
30' square. It is to be dug down to the -4' (MLW) depth. Approximately 200 cubic
yards of spoil will be spread on the lot behind a proposed 150' long bulkhead. The
new wall will run along the canal edge and around the new basin. A new 4' wide
pier will be situated along portions of the wall.
10. ANTICIPATED IMPACTS:
The project as proposed will cause the filling of 100 s.f. of channel edge bottom
due to the new bulkhead alignment. The proposed upland basin will remove 90 s.f.
of estuarine shoreline and fill. 1/4 acre of lot area. There should be short-term
turbidity impacts with both excavation work and bulkhead installation. If a small
upland plug is left in place during the backhoe excavation work siltation impacts
could be minimized. Also the spoils should be retained on the upland site with
adequate measures.
