This permit, issued on W -Z 31941 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The bulkhead and dock will be constructed according to the attached work
plat.
(2) All backfill material will be obtained from a high ground source and confined
behind the permitted bulkhead.
(3) All fill material to be placed below normal water level will be confined
behind the permitted bulkhead.
(4) No excavated or fill material will be placed at any time in any marsh or
surrounding waters outside of the alignment of the fill area indicated
on the plat.
(5) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1989 .
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

4' X 16' dock parallel to his bulkhead at lot #73, Section M, Colington Harbour
Subdivision, on Dandy.Inlet in Dare County, N.C.

SITE DESCRIPTION:
The applicant's property is located in Dare County in Colington Harbour
Subdivision, Lot #73, Section M on Dandy Inlet. The property is approximately
5' above N'WL and has a sandy loam soil. The lot is currently undeveloped and
vegetated with lawn grasses.
The applicant proposes to bulkhead this site, which has an eroded pocket
with the maximum distance being 13' fron NWL, with the average being 8'. The
applicant proposes to place treated wooden timbers adjacent to the existing
asbestos bulkhead, with the timbers attaching to the asbestos. The proposed
bulkhead will tie into an existing bulkhead to the west and the east side has
a broken bulkhead for approximately 6', with the remainder of the bulkhead in
good condition. The applicant also proposes to construct a wooden dock 4' wide "
X 16' long in the middle of his property parallel to the bulkhead. The water
depth is approximately`10' at the proposed dock location.
ANTIC.IPAT.ED.IMPACTS:
The bulkhead as proposed will result in the filling of 360 square feet of
canal bottom, resulting in 48 cubic yards of fill, with 7 cubic yards being
placed below NWL. There will be increased levels of turbidity during construction,
however, these should be short termed and localized. The dock will result in
the shading of 64 square feet of canal bottom.
