Col i ngton Harbour Subdivision as requested in the permittee's application dated 7/ 1 /86 including
attached plats, 3, location, plan view and cross section dated received 7/3/86.
This permit, issued on 4;16 , is subject to compliance with the application (where consistent
with the permit), all applicable regula ions, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) In order to protect juvenile shrimp and fin fish populations, no excavation
or filling will be permitted between March 1 and September 30 of any year
without the prior approval of the Division of Coastal Management.
(2) The bulkhead will not extend waterward more than 10 feet maximum (average
4') from the normal water level at any point along its alignment at the time
of construction.
(3) All backfill material will be obtained from a high ground source and 'confined
behind the permitted bulkhead.
(4) All fill material to be placed below normal water level will be confined
behind the permitted bulkhead.
(5) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
Ali work must cease when the permit expires on
December 31, 1989
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

made canal in Dare County, N.C.

PROJECT DESCRIPTION
The applicant's property is located in Dare County in Colington Harbour
Subdivision, Section A, Lot 42 on Sir Chandler Drive on Tartan Inlet, a man-
made canal off the Albemarle Sound. The lot is undeveloped, with native lawn
grasses along the shore's edge and native trees and shrubs along the road. The
lot is approximately 4'.above MHW, with an old dilapidated bulkhead. The bulkhead
has broken along the north side and has resulted in an eroded pocket approximately
a maximum of 10' wide '(average 4') X 42' long waterward of the shoreline. The
remainder of the bulkhead is intact and has backfill along it.
The applicant proposes to rebuild exactly along the old alignment, removing
the old asbestos bulkhead and constructing a treated timber bulkhead. The water
depth is -.5' in this eroded area. '
ANTICIPATED IMPACTS
The project as proposed would result in the filling of 420 square feet, with
210 square feet of this being below NWL. This would result in approximately 10
cubic yards of fill material. The proposed project would result in increased.
levels of turbidity, however, these would be short-termed and localized.
