(3) The activity will ?be conducted in such a manner as to prevent significant increases.in turbidity outside the area of construction or construction-related discharge. NOTE: It is recommended that the applicant and/or his contractors contact represen- tatives of DCM or COE prior to project initiation. NOTE: Future development on the permittee's property may require a modification to this permit. Contact a representative of the Division of Coastal Management at (919) 726-7021 prior to commencement of such action. NOTE: The proposed project is certified under General Water Quality Certification No. 1431 issued on October 16, 1980 for boat ramp construction. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. The project has been reviewed to determine impacts to water quality. The following comments are provided: 1. The project will not require 401 certification. 2. The project will involve the construction of a covered boathouse. According to the best professional judgements, a minimum of 30 feet undisturbed natural buffer must exist between any impervious surface area and the mean high water contour. The construction of the covered boat basin will create an impervious surface area over waters classified SA, and therefore, the project is expected to violate water quality standards for fecal coliform. 'Narrative description The applicant's property consists of a 2-lot tract located adja- cent (ta Pamlico Parkway and a man-made canal in Sportsman Village Subdivision near South River in Carteret County. The property is presently undeveloped and unvegetated, being primarily used for domestic gardening at this time. Elevations are 4-5' and soils are sandy with a clay base. The canal edge is a vertical bank barren of vegetation about 4' high. The adjacent canal. depths range from 3-5o No wetland vegetation is present in the project area. The applicant proposes to construct a covered boat basin and a boat ramp at the site. The boat basin is-to be excavated 55' into high ground and will be 35' wide. A bulkhead will be con- structed around the perimeterof the basin and a cinder-block sided trussed roof boat house built over. A.3' wide pier will also border the inside perimeterof the basin; in addition, a 25' long finger pier will be constructed in the center. Adjacent to this structure, a boat ramp is proposed. The boat ramp will extend 40' into high ground and will be 25' wide. A bulkhead will line both sides and a concrete pad will cover the slope into the water. The basin w11 be connected onto the 5' water depth of the adjacent canal and the ramp will be sloped to this same depth. 1.0.' ' Anticipated Impacts The project will involve the excavation of 1,925 sq.ft. of high ground for the boat house basin. To connect the basin to the equivalent canal water depth, another 350 sq.ft. of shallow wa- ter will be excavated. From this project about 752 cuyds. of spoil material is expected to be produced and spread landward over the adjacent high ground. The boat ramp will involve the disturbance of 1,000 sq.fto of high ground and 250 sq.ft. of shal- low canal bottom. Another 120 cu.yds. of spoil material will be produced from this activity. Spoil will disturb about 3,700 sq. ft. of the adjacent high ground. Narrative description The applicant's property consists of a 2-lot tract located adja- cent UL Pamlico Parkway and aman-made canal in Sportsman Village Subdivision near South River in Carteret County. The property is presently undeveloped and unvegetated, being primarily used for domestic gardening at this time. Elevations are 4-5' and soils are sandy with a clay base. The canal edge is a vertical bank barren of vegetation about 4' high. The adjacent canal. depths range from 3-5; No wetland vegetation is present in the project area, The applicant proposes to construct a covered boat basin and a boat ramp at the site. The boat basin is-to be excavated 55' into high ground and will be 35' wide. A bulkhead will be con- structed around the perimeterof the basin and a cinder-block sided trussed roof boat house built over. A.3' wide pier will also border the inside perimeterof the basin; in addition, a 25' long finger pier will be constructed in the center. Adjacent to this structure, a boat ramp is proposed. The boat ramp will extend 40' into high ground and will be 25' wide. A bulkhead will line both sides and a concrete pad will cover the slope into the water. The basin wil be connected onto the 5' water depth of the adjacent canal and the ramp will be sloped to this same depth. 10. Anticipated Impacts The project will involve the excavation of 1,925 sq.ft. of high ground for the boat house basin. To connect the basin to the equivalent canal water depth, another 350 sq.ft. of shallow wa- ter will be excavated. From this project about 752 cuyds, of spoil material is expected to be produced and spread landward over the adjacent high ground. The boat ramp will involve the disturbance of 1,000 sq.ft. of high ground and 250 sq.ft. of shal- low canal bottom. Another 120 cu yds. of spoil material will be produced from this activity. Spoil will disturb about 3,700 sq. ft. of the adjacent high ground. Adjacent waters are open to shellfishing as indicated by the Div. of Health Services and classified as SA according to DEM i,.
