This permit, issued on b 'Z -7 - ? , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The bulkhead will be constructed in strict accordance with the attached
application and plats, and will follow the previously existing alignment
of the former bulkhead.
(2) All disturbed areas will be properly graded and provided a ground cover
sufficient to restrain erosion within 30 days of project completion.
(3) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.
NOTE: The proposed project is certified under General Water Quality Certification
No. 1272 issued on November 10, 1978, for bulkhead construction.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
Decenber 31. 1989
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

9. Narrative description[
The applicant's property is a two acre tract located adjacent to
the Neuse River off SR 1703 in Craven Bounty. The property is
located down the Belangia Road off Great Neck Point and is located
in the last curve before getting to the end of the paved surface,.
The property is characterized as partially wooded on which a small
residence has been located in the NW corner. The land adjacent to
the water is kept in domestic yard species and mowed regularly as
a lawn.
The shoreline.is bulkheaded and has been in this condition for some
time. During Hurricane Gloria in the fall of 1985, a small segment
on the NW corner was damaged, measuring aboiit 50' in length and eroded
behind the previously existing bulkhead alignment approximately 10'
at its maximum point. With this.application the applicant is pro-
posing to*reconstruct the bulkhead along the previous alignment
and backfill the area which has been eroded.
10. Anticipated impacts
The project will involve the filling of a brackish, shallow water
area about 250 sq.ft. in size, and other highground disturbance
will occur of approximately 1,125 sq.ft. In total, 1,375 sq.ft.
of land area will be disrupted by this work.
