Dave Wanucha Darren Even* Troy Shelton NCDEQ Dewberry Dewberry The purpose of the meeting was to provide a project overview to USACE and NCDEQ attendees and conduct a site visit to assist the R-5�3� project obtaining a Preliminary Jurisdictional Determination. During the overview portion of the meeting, Mr. Even presented the project to the agencies. The purpose and need of the meeting was presented as: "The purpose for the project is to eliminate crossings conflicts, improve operational efficiencies and enhance safety by converting the existing at-grade intersection to an interchange. The need for the project results from projected traffic volumes to increase ii to i3 percent by 2040. Existing congestion at the intersection is frequent during the am and pm peak hours. This congestion has resulted in 9 crashes over a five year period (8/i/i2 to 7/31/17)." Mr. Even noted that there were long range development plans for Davidson Community College on the south side of the interchange, but those plans haven't been developed at this time. The agencies were asked if they were in agreement with the purpose and need for the project, and Mr. Roden-Reynolds and Mr. Wanucha verbally concurred. After the presentation, the group proceeded to the field. The request for Preliminary Jurisdictional Determination was submitted to the US Army Corps of Engineers on June i, 2oi8. This request included the project's original study area from June 2oi�. The study area was expanded in January 2oi8 to include all of the proposed roadway design improvements. The additional area was surveyed June i3, 2oi8. Therefore, after today's field visit, the Request for Preliminary Jurisdictional Determination will be re-submitted with the entire study area. June 20, 2oi8 STIP R-5737 Jurisdictional Determination Meeting Field Visit Notes / Changes • On the Jurisdictional Feature Map remove any streams/wetlands that extend outside the red project boundary. • Using site topography, there needs to be stream labeled SJ added to connect to stream SC, just below wetland WF. Beginning north, SJ will be labeled ephemeral for the first �o feet and the last 5o feet with the remaining linear feet being labeled as intermittent. • Figure 4 depicts a break between wetlands WD and WE. The break needs to be removed. • The Corps rep. did not particularly like having stream classifications depicted on the jurisdictional features exhibit (Figure 4). He stated that the purpose of a PJD is to confirm jurisdictional features, not wither or not they are classified correctly. • The Corps rep. stated that he was not accustomed to the client accompanying the Corps and the delineator during the �eld confirmation. Action Items: i. Dewberry will work with NCDOT staff to resubmit the Request for Preliminary Jurisdictional Determination. 2.
