SITE DESCRIPTION
The applicant's property is located in Holiday Island Subdivision, Lot 107,
Section M, in Perquimans County, N.C. on a man-made canal off the'Albemarle Sound.
The lot is undeveloped, covered with.native grasses and pine trees, with the land
being approximately 4' above MHW. The shoreline was bulkheaded many years ago and
shows some signs of deterioration.
The applicant proposes to construct a bulkhead approximately 2' out from the
old existing bulkhead. The applicant also proposes to excavate into his high ground
property a boat basin which will,be approximately-18' wide and 24' long to a depth
of minus 3' NWL, which is the existing depth of the adjoining canal. The applicant
also proposes to bulkhead along the sides of the proposed boat basin in the same
manner as along the shoreline, using salt-treated timbers.
ANTICIPATED IMPACTS
The proposed project will result in the filling of approximately 400 square
feet of canal bottom along the existing deteriorated bulkhead, which will result
in approximately 74 cubic yards of fill material below NWL of the existing canal..
.The applicant also proposes to excavate a boat basing which will result in the
excavation of 432 square feet of high ground, with approximately 47 cubic yards of
dirt material being removed. This dirt material will be used as backfill behind
the proposed bulkhead and spread over the adjoining yard area. The excavation of
the boat basin would result in increased levels of turbidity, however, the effects
should be short-termed and localized. The applicant also plans to construct a,
residence-on this lot, however, exact location 41 not known at this time.

This permit, issued on is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and vnid
(1) The bulkhead will not extend waterward more than 2 feet from the existing
old bulkhead at any point along its alignment.
(2) All excavated material will be obtained from a highground source and confined
behind the permitted bulkhead.
(3) An earthen plug will be left between the area to be excavated and the
existing canal and a 24-hour period after completion of the excavation
will elapse prior to plug removal to prevent unnecessary siltation into
the adjacent water body.
(4) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-rela-
ted discharge.
NOTE: Future development on the permittee's property may require a modification
to this permit. Contact a representative of the Div. of Coastal Management
in Elizabeth City and the local permitting officer for Perquimans County
prior to beginning any such activity. .
?nts permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1989
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

the Chairman of the Coastal Resources Commission.

details). Note: Original drawings preferred - only high quality copies accepted.
C. A copy of the application .and plat must be served upon adjacent riparian landowners by registered or
