Project summary The applicant proposes to repair and backfill his damaged bulkhead along his property on the Pamlico Sound at Lots 195 & 195, Hatteras Colony, Avon, North Carolina. w HARRY FORREST BIO REPORT PAGE 2 PROJECT DESCRIPTION FAST TRACK The applicant owns two bulkheaded lots in Hatteras Colony near Avon on the Pamlico Sound. A single family residential structure is currently on lot 194 which is serviced by septic tank and drain field. The applicant states that the bulkhead was damaged by the October (1985) storms and a small erosion area (17 feet long by 4 feet wide) is presently undermining the structure. A General Permit was offered in December to repair this area but not acted upon by the applicant. A similar offer was made April 4, 1986 but refused by the applicant. Regardless, a major permit will be required to repair the other breach in the bulkhead which is 55 feet long and extends as much as 22 feet into the highground. This area does not presently threaten the structure. A review of the aerial photography dated December 1984 shows that this large area was damaged and erosion was occurring then. The applicant is requesting authorization to repair the entire 183 feet of bulkhead along the existing alignment and backfill the two eroded areas. ANTICIPATED IMPACTS The repair of the bulkhead will result in the filling of 601 square feet of shallow water habitat. Some elevated turbidity levels can be expected but they will be short term and localized. f AMA DMITM The project site is classified as transition in the Dare County LUP.
