Please note, however, that dewatering capacity has become problematic at other recent projects in Division 7, and the Corps is very concerned about providing enough dewatering capacity to pass the high flows that seem to occur frequently. Please ensure that the dewatering strategy that you employ is stable and takes all precautions to prevent "blowouts" and sediment loss while the project is under construction. I just want to reiterate that no matter how negligible or insignificant the changes might seem to the previously approved permit drawings and sequencing, any deviation from the approved permit/drawings/sequencing have to be reviewed and approved by the appropriate parties, which subsequently takes time and cannot be made in a matter of minutes. I had the chance to speak with both April and Dave this morning (again, thank you both — I know your schedules are also exceedingly busy) and they both have given their blessing on this proposed change with the following caveats. 1) We need a revised/updated drawing that shows the proposed change and ensures that it falls within the currently approved/permitted limits (for both stream and riparian buffers); I strongly suggest having this area marked in the field with either staking and/or survey tape; 2) Revised sequencing language to narrate the change and the specific construction steps; 3) A typical is also shown of HOW the diversion channel will be designed; reminder—this design MUST adhere to NCDOTs Construction and Maintenance BMP manual. I mentioned yesterday Section 5.2.4 is where the specs can be found; 4) Confirmation from REU that they are also amenable to the proposed changes; 5) A meeting with either me or Jerry prior to switching the stream from its current location in the natural channel to the bypass device(s) to ensure proper installation and stability. Please remember that this is a live stream channel and therefore, it must be treated as such. It is critical that the bypass devices are in good working order and are capable and able to handle anticipated flows. I bring this up because of the recent (and continuous) 1 inch to 2 inch rainfalls we've been seeing lately. It is incumbent upon NCDOT and the contractors to ensure that the onsite flows are managed accordingly. And finally, please recognize that future changes/deviations from the approved plans will be processed in as timely a manner as can be done, however, I cannot predict the schedules and availability of the rest of the team members. Therefore, there needs to be an understanding that waiting until the "last minute" to request a change will not necessitate an emergency response from all parties (and I think it's only fair that everyone has ample time to review and comment as necessary).
