Project summary The applicant proposes to dredge the access channel to the Buxton Harbor. DARE COUNTY BOARD OF COMMISSIONERS (BUXTON HARBOR) BIO REPORT PAGE 2 PROJECT SITE: Buxton Harbor is a small county maintained harbor which is home port to a number of commercial fishermen and a boat repair facility. The basin has water depths of at least six feet, however, the access channel has shoaled at the mouth of the harbor. As can be seen in the aerial photos, the access channel terminates a short distance offshore in shallow water. The applicants propose to dredge by hydraulic dredge the access channel 2,500 feet into the S.A. waters of Pamlico Sound. This distance will assure that the channel extend into water -6 feet deep. The bottom width is proposed at fifty feet. The shoal lying offshore does support some aquatic submerged vegetation, however, its density is low. Approximately 12,500 cubic yards of material is projected to be generated by this project. The spoil area is adjacent to the basin and a.portion of this area has been used for hydraulic spoil. This disposal area will be enlarged to encompass an area of„64,000 square feet and capable of holding 14,200 cubic yards of materials. The effluent will return to the basin and Pamlico Sound. The spoil disposal area can be constructed all on highground and should be staked before construction begins because a fringe of marsh grass exists on the basin side and a rather large marsh area exist on the eastern side of the property. . ANTICIPATED IMPACTS: The dredging will result in the-deepening of 125,000 square feet of shallow water habitat of the Pamlico Sound. Very little submerged vegetation will be lost. Some elevated turbidity levels can be expected as a result of the dredging. The spoil disposal area is just large enough to contain the spoil and proper management must be maintained to prevent a contravention of water quality standards. A review of your application received August 6, 1986, for a Department of the Army permit to maintain an access channel in Pamlico Sound, Hatteras Harbor Marina, northeast of Frisco, Dare County, North Carolina, indicates it to be a candidate for Federal authorization under this general permit. Accordingly, the administrative processing of your application will be accomplished by the North Carolina Division of Coastal Management. Comments from Federal review agencies will be furnished to the State.
