(1) This modification authorizes reinforcing steel, truss steal, and machinery,
from the Atlantic Beach bridge, in addition to concrete rubble and a 140
foot steel-hulled fishing trawler' previously approved, (it is noted that
the trawler has been sunk at Loran TD s 2713,6-39636.5)
(2) The area of the reef will be marked by buoys in oc^ordance with the requirements
of the U, S. Coast Guard and the N, C, Wildlife Resources Commission,
(3) The activity will not cause an unacceptable interference with navigation,
(d) The minimum clearance of fifteen (la) feet mean low water (MLW) will be main-
twined perpetually over the reef,

increases in turbidity outside the area of construction or construction-related
discharge.

(6) All reef material shall be free of oils, chemicals and hazardous or toxic
substances except in trace quantities.
NOTE; In order to place materials, other than bridge rubble, bridge steel and
the 140' steel-hulled fishing trawler on the reef authorized herein, the
permittee mint request a modification of this permit. Inasmuch as rubble
and steal from the demolition of 'the Atlantic Beach bridge is specifically
set forth in the application, the use of additional ships, or railroad
box cars as used on other reefs, would require modification of this permit,
Any such modification request should also be directed to the Division
of Environmental Management to determine if the 1401 Certification requires
modification.
NOTE; Section 401 Water Quality Certification #1892 was issued March 2A# 1986
by the Division of Environmental Management for rubble placement on the
sub4ect reef,

SUBJECT: Application for CAMA Permit Modification
Carteret County Sportsfishing Association
Carteret County
The Subject request for permit modification to.allow
debris from the demolition of the Atlantic Beach Bridge to
be placed on the artificial fishing reef has been reviewed.
The permit originally allowed only the concrete rubble from
the bridge. The applicant now requests that the steel truss
section also be allowed by the permit as well as other steel
parts such as reinforcing steel and machinery. We have no
objection to the inclusion of steel parts from the existing
bridge. We understand that the wood fenders, wood pilings
and other wood materials are not to be included. A 401
modification for these materials is not required since they
are considered "structures" as opposed to "fill".

Dear Mr. Parker:
I would like to take this opportunity to thank you
for expediting Permit #75-86 modification that allowed
us to sink a menhaden vessel on this site. On July 8,
1986 the Carteret County Sportfishing Association sank
this vessel at Loran TD's 27138.6-39636.5., Local charter
boats and private boats have already began catching fish
on this site as well as local dive shops have been char-
tering dive trips on this wreck.
In May after receiving all necessary permits for
putting the Atlantic.Beach Bridge on this site I notif-
ied and sent copies of the same to James E. Harrington,
Secretary of the Department of Transportation.
Enclosed you will find a copy of a letter from the
D.O.T. requesting that the permit be modified to include
all suitable debris (concrete, reinforcing steel, truss
steel and machinery). My original request simply stated
Atlantic Beach Bridge rubble as the D.O.T. would like it
to be more specific we request that the permit be modified
per their request.
In this modification the CCSA would like that it also
state that there be NO wood fenders, wood pilings or any
wood material used.

Secretary Jim Harrington referred your recent letter concerning
the Morehead City - Atlantic Beach Bridge tome for response.
We were very pleased to receive your letter and the accompanying
permits allowing debris from demolition of the old bridge to be
deposited in approved sites at sea to form artificial fishing
reefs. It has been our longstanding desire to cooperate fully
with the Department of Natural Resources and Community
Development, the Division of Marine Fisheries, and all fishing
interests in the area to use material from the old bridge to
make new reefs off Morehead City. We were indeed pleased that you
have been successful in getting the necessary permits that will
allow this to be done. Permits to dispose of the old bridge
debris at sea also make it possible to avoid having heavily
loaded trucks haul this material over existing streets and roads
to waste sites inland.
Demolition of the old bridge will require removal of the concrete
channel approach spans as well as the steel truss channel span
and accompanying machinery. In reviewing the permits which you
submitted, we find that it will be necessary to request a
modification to include all suitable debris (concrete,
reinforcing steel, structural truss steel, and machinery) which
will be removed from the old bridge. NRCD and the Corps of
Engineers have indicated to us that they will approve the
placement of this material in the artificial reef sites upon
receiving a request for modification of the permits from you, as
permittee. We would suggest that you request this modification
of the permits to get them in proper order for the contract.

we plan to let a demolition contract for removal of the old
bridge in the Fall of 1987. The actual letting date will be
determined by the date traffic can be transferred to the. new
bridge. Our contract for demolition of the old bridge will
include provisions for our contractor to deposit the debris at
sea in accordance with the permit requirements. Our State Bridge
Design Engineer, Mr. John. L. Smith, will prepare the bridge
demolition specifications at the appropriate time and will
include all the necessary provisions.
Thank you for your continuing interest and assistance in this
undertaking. we will look forward to receiving the modified
permits.

It is the understanding of the DCM that the subject vessel has been cleaned,
and inspected for sinking by the U. S. Coast Guard.
(2) The area of the reef will be marked by buoys in accordance with the require-
ments of the U. S. Coast Guard and the N+. C. Wildlife Resources Commission.
(3) The activity will not cause an unacceptable interference with navigation.
(4) The minimum clearance of fifteen (15) feet mean low water (MLW) will be
maintained perpetually-over the reef.
(5) The activity will be conducted in such a manner as to prevent significant

(1) The area of the reef will be marked by buoys in accordance with the requirements
of the U. S. Coast Guard and the N. C. Wildlife Resources Commission.
(2) The activity will not cause an unacceptable interference with navigation.
(3) A minimum clearance±of fifteen (15) feet mean low water (MLW) will be maintained
perpetually over the reef.
(4) The activity will be conducted,i,n.such ._a manner as.,'to__prevent significant-
increases in turbidity"outside'the area of construction or construction-related
discharge.
(5) All fill material shall be free of oils, chemicals and hazardous or toxic
substances except in trace quantities.
NOTE: In order to place materials other than bridge rubble on the reef authorized
herein, the permittee must request a modification of this permit. Inasmuch

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1989

Carteret County Sportsfishing Association
Carteret County
The Subject request for permit modification to allow use of a 140 ft.
steel hull menhaden boat in addition to bridge rubble as currently
authorized by the permit has been reviewed. Since this boat hull has
been cleaned of any residues, oils, or chemicals and has been inspected
by a U.S. Coast Guard Marine Safety Officer, we do not oppose the
modification of the permit to allow its inclusion. Modification of the
401 Certification will not be necessary since the boat hull is not
considered to be "fill" as is bridge rubble.
We would prefer to not allow blanket approval of all type of
material, since construction rubble could have contamination depending
upon its source and prior uses. We will review modification requests as
quickly as possible when certain materials have been requested for
inclusion.

This office has received from Mr. Clifton J. Moss a request to consider
a modification to permit #75-86 that was issued to the Carteret. County
Sportfishing Assoc. on April 23. Mr. Moss' primary interest involves
the placement of a 140' steel hull menhaden boat on the authorized reef
site. The permit, partially due to the application and partially to rest-
raints in the 401 and permit review, authorizes only bridge rubble. Mr.
Moss also request the permit be open ended and allow, without further
review, the placement of the steel and rubble materials.
The boat has reportedly been inspected for sinking by U.S.C.G. Marine
Safety- Officer Lt. Steve Hardy. It can be inspected at Sea and Sound
Processing Company, in Beaufort. It is suggested that Clifton Moss be -
contacted -at 247-9295 for. further information on boarding. A comment
on the use of the vessel in particular, and other material in general,
is requested by June 4 in order that action can be taken.

Section 401 Public Laws 92-500 and 95-217 of the United States and
subject to the North Carolina Division of Environmental Management
Regulations in 15 NCAC 2H, Section .0500 to Carteret County
Sportsfishing Association pursuant to an application filed on the 24th
day of January, 1986 to construct an artificial fishing reef from
concrete bridge rubble.
The Application provides adequate assurance that the discharge of
fill material into the waters of Atlantic ocean in conjunction with the
proposed fishing reef in Carteret County will not result in a violation
of applicable Water Quality Standards and discharge guidelines.
Therefore, the State of North Carolina certifies that this activity will
not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217
if conducted in accordance with the application and conditions
hereinafter set forth.
Condition(s) of Certification:
1. That the activity be conducted in such a manner
as to prevent significant increase in turbidity
outside the area of construction or construction-
related discharge (increases such that the
turbidity in the Stream is 25 NTU's or less
are not considered significant).
2. That the reef construction material shall consist
of only clean concrete, free of oil and toxic
materials, and shall be of sufficient size as to
not be carried off by water movement.
Violations of any condition herein set forth shall result in
revocation of this Certification.
This Certification shall become null and void unless the above
conditions are made conditions of the Federal Permit.

subject to the North Carolina Division of Environmental Management
Regulations in 15 NCAC 2H, Section .0500 to Carteret County
Sportsfishing Association pursuant to an application filed on the 24th
day of January, 1986 to construct an artificial fishing reef from
concrete bridge rubble.
The Application provides adequate assurance that the discharge of
fill material into the waters of Atlantic Ocean in conjunction with the
proposed fishing reef in Carteret County will not result in a violation
of applicable Water Quality Standards and discharge guidelines.
Therefore, the State of North Carolina certifies that this activity will
not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217
if conducted in accordance with the application and conditions
hereinafter set forth.
Condition(s) of Certification:
1. That the activity be conducted in such a manner
as to prevent significant increase in turbidity
outside the area of construction or construction-
related discharge (increases such that the
turbidity in the Stream is 25 NTU's or less
are not considered significant).
2. That the reef construction material shall consist
of only clean concrete, free of oil and toxic
materials, and shall.be of sufficient size as to
not be carried off by water movement.
Violations of any condition herein set forth shall result in
revocation of this Certification.
This Certification shall become null and void unless the above
conditions are made conditions of the Federal Permit.

The applicant proposes to construct an artificial fishing reef 500 yards wide,
1000 yards long in 50 foot deep water located 2.5 miles off the Carteret County
shoreline in the Atlantic Ocean, classified SB. The material proposed to be
used is broken concrete rubble from the dismantled Atlantic Beach Causeway
Bridge.
The project has been reviewed to determine impacts.to water quality. The
following comments are provided:
1) The project will require 401 Certification and should contain the
following conditions:
a) Turbidity within the receiving waters shall not exceed 25 NTU
due to the project activity.
b) The reef construction material shall consist of only clean
concrete, free of oil and other toxic materials, and shall be
of sufficient size so as not to be carried by water movement.
2) This office has no objects to the proposed project provided that the
above conditions are met.

Narrative Description
The Carteret County Sportsf ishing Association is proposing to develop
an artificial fishing reef within the three-mile territorial sea of
the Atlantic Ocean off Carteret County. The site is located in the
Onslow Bay section of the ocean approximately.2.5 nautical miles south
of the Ramada Inn in the Town of Pine Knoll Shores. The latitude and
longitudal coordinates intersect at a point approximately 6.9 nautical
miles west of the sea buoy at the entrance to Beaufort Inlet in an
open water area ranging in depth from 49-511. The sandy ocean bottom
in this vicinity is relatively flat and barren of any aquatic life.
-The applicant proposes to utilize all of the concrete rubble and iron
superstructures from the existing Atlantic Beach bridge when the
new highrise bridge is completed and the old structure is demolished.
The bridge materials used in the reef construction approximate 25,000
cu.yds. of material and will be barged to the site and dumped-within'
the perameters of the proposed reef which will measure 1,000 yds.
long by 500 yds. wide. These dimensions encompass about 103 acres.
As the work- plat drawings show, a minimum vertical clearance of at
least 15' will be maintained between the top of the reef and the ML
surface waters of the ocean.
The center point of the rectangular shaped reef will be properly marked
with flotation buoys in accordance with the US Coast Guard standards.
10. Anticipated impacts
The proposed artificial reef, measuring 1,000 yds. long by 500 yds.
wide will require a commitment or dedication of about 103 acres of
ocean bottom land. The applicant has made an earnest effort to locate
the reef site in an area that is not biologically productive and not
within any designated fishing lanes. In addition, commercial fishing
for shrimp or menhaden generally occurs well inshore of the reef site.
It can be anticipated that the artificial reef will provide substitute
benthic habitat and biological growth which should lead to increased
finfish populations. No significant adverse impacts can be anticipated
for the proposed project.
CAMA REVIEW - 'It is not certain if the Carteret County LUP which was
certified and updated in 1985 directly applies to this artificial
reef that will take place some 2 1/2 nautical miles south of the Car-
teret County shoreline. However, in an indirect fashion the LUP sup-
ports the type of activities associated with the project since Carteret
County's major goals and objectives are oriented towards touristism,
clean water, recreation and sports fishing. A review of the land use
document has found no specific development constraints that would other-
wise disallow the proposed artificial reef project.

The Carteret County Sportfishing Association is proposing to develop

. The CCSA is a sportfishing club which is 122 members strong.
This club was formed in January, 1985 in Atlantic Beach, NC. One
of the main reasons this Club was formed was to enhance and
protect our fishing enviroment.
The NC General Assembly has recently appropriated $300,000,
for the coast of NC. Governor Jim Martin recently accepted
200 railrod box cars from Seaboard Railroads for use as mat-
erial for building artifical_.reefs. With this in mind, and
considering our goals as a club, please accept the enclosed
plats as our application for eight artifical reef sites.
These eight sites were very carefully selected, consid-
ering local commercial trawling and drop netting, as well as
keeping clear of shipping lanes and historical data on fish
migratory routes. Divers with the National Marine Fisheries
Service and the NC Division of Marine Fisheries inspected the
bottom on sites 5, 6, and 3 on July 16, 1985, and divers also
inspected the bottom on sites 1, 2, 4, 7, and 8 on July 24 , 1985.
Bottom characteristics were flat with a slope of less than
2 feet for 1/4 mile in.eithe.r direction from the sites.
Bottom sands were fine grain sandy mud type sediments. The
depth of these sands were measured for only one foot and in
all cases exceeded this depth. No bottom vegetation and
few fish or inver.tibrates were observed. The few fish were
scad which are considered forage fish. The invertibrates
were starfish and sand dollars.
Enclosed you will find a data sheet providing the water
depth at MLW, Loran Time Differences, Latitude and Longitude
and the magnetic degree headings to Beaufort Inlet, as well
as plat sites.

The D. 0. T. of NC is presently constructing a high
rise bridge from Morehead City-to Atlantic Beach. The
CCSA has requested to D. O. T. that the present bridge
be used for reef construction. The D. 0. T. has notified
us that the bids for demolition of this bridge will be
let September, 1986. Our request for its use is a viable
one and they will attempt to work with us on this matter.
Considering the possibility of the bridge material,
for apparent logical reasons, we would like to put the
bridge material on the closest sites to the Beaufort
Inlet. Thesa are sites #1, and #7. The remaining sites,
#29 3, 4, 5, 6, and 8, should be used for the railroad
box cars and other suitable reef material whenever avail-
able.

Enclosed is the application of the Carteret County
Sportsfishing Association, represented by Mr. Clifton Moss, for a
Department of the Army permit and a State Water Quality
Certification to construct eight artificial fishing reefs in the
Atlantic Ocean off Atlantic Beach, Carteret County, North
Carolina. Two of the reefs are proposed to be located within the
three mile territorial seas limit (Nos. 1 and 7). Your receipt of
this letter verifies your acceptance of a valid request for
certification in accordance with Section 325.2(b)(ii) of our
administrative regulations.
We are considering authorization of the proposed activity
pursuant to Section 404 of the Clean Water Act, and we have
determined that a water quality certification may be required
under the provisions of Section 401 of the same law. A Department
of the Army permit will not be granted until the certification has
been obtained or waived.
In accordance with our administrative regulations, 60 days
after receipt of a request for certification is considered a
reasonable time for State action. Therefore, if your office has
not acted on the request by October 25, 1985, the District
Engineer will deem that waiver has occurred.

1. Reference:
a. Application of the Carteret County Sportfishing Association for a
Department of the Army permit to construct eight artificial fishing reefs in
the Atlantic Ocean, south of Atlantic Beach, Carteret County, North Carolina.
b. Your letter, (oan), dated 17 October 1985 subject as above.
2. By letter of 6 November 1985 (enclosed), the Carteret County Sportfishing
Association has requested that artificial reef sites Nos. 1, 5, 6, and 7 be
deleted from their application.
3. The comments furnished in your referenced letter will be incorporated in
any Department of the Army authorization provided for construction of the
remainder of the reefs.
