The applicant proposes to complete construction on a bulkhead and boat ramp located on the east bank of the Cape Fear River, classified SC. The pro- posed bulkhead is 115' long. The proposed boat ramp is 15' wide and 20' in length BMHW. The project has been reviewed to determine impacts to water quality. The following comments are provided: 1. The project will require 401 Certification, but appears to meet the conditions of a general 401 Certification for bulkhead con- struction and conditions for boat ramp construction. 2. Project summary The apnlirnnts propose to finish n hulkhaarl.p art of which is existing and to finish a boat ramp, a portion of which has been improved. u CAPE FEAR TECHNICAL INSTITUTE EAST BANK OF NORTHEAST CAPE FEAR RIVER PAGE 2 9. PROJECT DESCRIPTION: The project is located on the east bank of the Northeast Cape Fear River. The Technical Institute has marine orientated programs and has numerous boats and marine construction equipment stored just landward of the project site. The marine construction classes have been using the building of the bulkhead ,as:,a project over the last several years. The slow nature of this endeavor has resulted in an accelerated bank erosion due to the structure being only partially complete. This has resulted in the river cutting into the bank approximately 15' landward of the original alignment. The bulkhead has been completed for approximately 90 linear feet along the originally permitted alignment. The resulting erosion area is approximately 40' x 15'. The boat ramp has heretofore been used but has fallen into a state of disrepair. Some maintenance has been accomplished above the mean high water (mhw) contour on the ramp. The applicants have submitted plans indicating that the existing bulkhead will be turned back to the mhw contour as it now exists. Approximately 115 additional feet will be constructed. There is also a proposal for a new ramp riverward of the mhw contour. A pad approximately 15' wide x 25' long will be installed at the end of the existing portion of the ramp. Two jetties each approximately 25' long will be built,to either side of the ramp. 10. ANTICIPATED IMPACTS: The recent erosion in the-.project area has resulted in an area which has a low productivity. Although the open water behind the bulkhead is approxi- mately 600 s.f., this area has not become biologically active. If the applicant is allowed to fill this area by extending the existing bulkhead back into the bank, no significant adverse impacts are anticipated. The ramp will allow for a more adequate boat access facility for the school's equipment. SUBMITTED BY: C.
