.(1) The waterwar&most line formed by the piling placement will be no more than
1/3 the width of the natural water body.of Pierce Creek in this area.
(2) The activity will be conducted in such a manner as to preventi,significant
increases in turbidity outside the area of construction or construction-
related discharge.
(3) The docking facility shall prominently post and enforce a no sewage discharge
policy.
(4) All floating structures, other than boats, used for habitation: or commerce
(as defined in 15 NCAC 7M .0602) shall be in conformance with local
regulations for on-shore sewage treatment.
NOTE: The.permittee is urged.to meet with representatives of DCM and/or Corps of
Engineers prior to project initiation.
NOTE: Permanent reflectors or reflective tape should be placed on the waterward-
most pilings inorder to make the structure visible during hours of
darkness or inclement weather.

-- - The applicants are owners of adjacent lots located on the south side
of Pie rce Creek near Oriental, Pamlico County. The lots are further
identified as Lots.Nos. 25. and 26 in Block A of the Seavista Sub-
division.
The properties were designed for residential development originally
and are currently undeveloped: Vegetation is mixed pine and hardwood's
on clay soils and elevations up to 6'. The shoreline is characterized
by marsh `fringe of black needlerush marsh up to 150' wide. The in-
terface between high ground and marsh drops suddenly and is clearly
discernible:
Approximately.on the property line separating these two lots exists
a 203' long by 5'.wide pier which crosses the marsh and extends into
Pierce Creek. 'A 60' wide "T" exists on the pier end, the deck of
which is 5' wide. The pier is jointly owned by the owners of Lots
25 and 26.
The applicants are proposing the placement of eight mooring pilings
adjacent to this pier in order to form tie-ups for their private
vessels.
10. Anticipated impacts
The eight pilings ire proposed to be driven and washed into place.
Approximately 32fsq..ft. of bottom sediments would be directly impacted
