'On behalf of Richard and Jennifer Paschal (applicant and homeowner) please find attached a
complete application :and supplemental information requesting written approval from the North
Carolina Division of Water Resources (NCDWR) that the proposed addition may proceed within
Zone 2 of the riparian buffers.
Proiect Summary and Purpose
The 0.49 -acre lot located at 3,320 Landor Road contains a house built in the 1960's and a
detached garage built in the 1990's. The purpose of the project is to provide an approximately
550 ft2 office/studio space for the homeowner by adding an addition on to the rear of the existing
garage which will be within Zone 2 of the riparian buffer. The area where the proposed addition
will be constructed is ;currently :a maintained grass lawn with foundation shrubs planted around
the existing garage.
Proiect History
On June 29, 2018 Mr. Cheng Zhang of the NCDWR reviewed the stream that cuts across the
southeastern corner of the Site and provided a determination letter (NBRRO #18-214). The
project has been discussed generally with Ms. Stephanie Goss of the NCDWR to ensure that it
complies with session law currently in place.
Mr. Sean Clark of Sage Ecological Services, Inc. reviewed the Site to make sure no wetlands
occur within the proposed footprint. Wetlands do not exist within the maintained lawn area of the
Site and more specifically do not exist within the proposed construction footprint of Zone 2 (see
attached photos).

Avoidance and Minimization
No impacts to streams, surface waters, or wetlands are proposed. The potential of adding on an
additional floor to the existing garage (i.e. going up instead of out) was considered however it was
determined not to be feasible due to structural constrains of the existing garage. Financial
constraints limited the potential of locating the space elsewhere on the lot in a freestanding
location.
Project Impacts
Proposed impacts to 550 ft' of Zone 2 will result from the construction of the office studio and
attached deck.
Mitigation
No strearn or ripa6an buffer mitigation is proposed. As previously mentioned stormwater from the
addition will be routed to two raingarden locations that total 115 ft2. No other impacts are
requested therefore no, other mitigation is proposed.

The potential to add the addition to the top of the existing garage structure was explored as a means of
avoiding riparian buffer impacts however the existing garage structure was determined to not be able to
structurally support an additional level.

techniques. Minimal soil disturbance will be required for the project. Silt fencing will be used to prevent soil
from entering the stream and any disturbed soil not within the footprint of the addition will be reve etated.
