Bowling Carteret County The Subject application has been reviewed for water quality impacts and the following comments are offered: a. This project will not require a 401 Water Quality Certification. b. The water quality standards for fecal coliform bacteria can be expected to be violated unless the following are required and enforced: 1. That a locked-head policy be established and strictly enforced. 2. That live aboards and transient dockage be prohibited. 3. That a sign be posted on the docks prohibiting the overboard discharge of sewage and indicating the location of the nearest sewage pumpout facility. C. We have not objection to the permit if the above conditions are met. Bowling - Atlantic Beach Causeway Carteret County The applicant proposes to relocate a dock and place new pilings in order to facilitate the docking of larger boats. The existing structure can moor 4 boats 20 ft. x 40 ft. and one boat 20 ft. x 50 ft. The proposed realignment would facilitate 5 boats 20 ft. x 65 ft. long. The project is adjacent to a canal off the south side of Bogue Sound. The waters are classified SA, currently closed to shellfishing. This project has been reviewed to determine impacts to water quality. The following comments are offered: 1. The numerical standards for water quality can be expected to be violated unless the following conditions are incorporated into the CAMA permit. a. That a locked head policy be established and strictly enforced. b. That there be no live-aboards or transient dockage. c. That a sign be posted on the dock prohibiting the overboard discharge of sewage and indicating the location of the nearest sewage pump-out facility. Projgct sxim:nary Applicant proposes to relocate a pier and place_mooring_pilings adjacent to property at Atlantic Beach on the Atlantic Beach Causeway, ?arteret County. 9. Narrative description The applicant's property is an 1/8 acre parcel located adjacent to the Atlantic Beach Causeway on a manmade canal in the Town of Atlan- tic'Beach, Carteret County. The property can be identified as hav- ing a blue mini-storage building on the property and with boat slips on the water side - and is located between the Sea Water Marina and the Atlantic Beach Causeway Marina. The property is characterized by 3.-4' elevations and these grade off gradually moving toward the water side of the property: The soils are sandy and the property is covered with domestic yard species, except in the vicinity of the building. The shoreline is covered with a rock revetment and some minor amounts of smooth cordgrass occur immediately waterward of the bulkhead. The pier which exists at the site is "T" shaped and is designed to accommodate five vessels. The applicant is proposing to relocate this pier landward of its ex- isting alignment in order to accommodate larger size vessels. Five mooring pilings will be added inside the present mooring pilings in the approximate location of the pier where it exists now, along with relocation of the entrance to the pier to the south side of the property. The applicant is proposing to place larger vessels in_ these lengthened slips. 10. Anticipated impacts Conducting the project as proposed will involve the normal minor sedimentation in adjacent waters as associated with the removal and driving of.pilings. These impacts are not expected to be sig- nificant, however. The adjacent waters are classified as SA by the DEM and are currently closed to shellfishing by the Div. of Health Services.
