vegetation clearing, buildings, retaining walls, docks, impervious surfaces, rip rap, excavation
or dredging below Full Pond/ Normal Water Level elevations, and construction access
corridors. You may use the diagram provided at the end of this application form.
3. Attach a photograph of the shoreline/ buffer proposed to be stabilized. (Include a scale of
some sort- a yard stick, shovel handle, etc.)

This tetter is provided to serve as the "Agent Authorization Letter" to provide Civil & Environmental Consultants,
Inc. (CEC) signature authority for Duke Energy for the amenity upgrades of the following Yadkin -Pee Dee
Hydroelectric Projects (FERC No. 2206):
• Pee Dee Access Area: 579 Boat Landing Road, LilesviIle, NC 28031, Anson County
• Swift Island Access Area: 4917 NC Hwy 24/27, Mount Gilead, NC 27306, Montgomery County
• Grassy Island Access Area: 2356 Grassy Island Road, Ellerbe, NC 28338, Richmond County
• Blewett Falls Tailwater Access Area: 2593 Power Plant Road, Lilesville, NC 28031, Anson County
• Clarks Creek Access Area (new site): 177 Tillery Dam Road, Mount Gilead, NC 27306, Montgomery
County
The upgrades at these access areas and construction of the new site at the Clarks Creek Access Area are part of
the approved Recreation Management Plan related to this project license.
This authority is granted to assist CEC in the acquisition of the necessary permits to complete the proposed
amenity upgrade work at these access areas and the new site at the Clarks Creek Access Area.
Please keep Duke Energy informed of the progress of these projects.
