Narrative Description The applicant-is the mown of Beaufort, a coastal municipality represent- ing approximately 5,000 citizens. Recently, the town has embarked on a project to upgrade their waste treatment facilities by doubl- ing its capacity and improving its efficiency. A portion of this up- grading involves increasing the discharge capacity with the addition of a outfall pipe extending into Taylors Creek. The outfall pipe was originally proposed to be placed on the exist- ing bents of the present outfall pipe. However, a dispute arose over the ownership of that particular parcel. The person making the dispute would not allow the town to place this additional pipe on the existing structure. Because of this, the Town is gaining a new en- croachment to go across an adjoining tract to Taylors Creek. Presntly the area where the new outfall pipe is proposed to encroach appears to be land which was filled prior to permit requirements by various types of rubble and covered with topsoil. At this time the area appears to be a manicured lawn. No structures exist on this parcel. 10. Anticipated impacts Constructing the project'as'proposed will involve the disturbance of approximately 1500 sq.ft. of highground area in the AEC. The pipe is proposed to extend about 15' into Taylors Creek and will be around 3' wide at the individual pipe bents. Total public trust area which will be involved will be approximately 45 sq.ft. Adjacent waters are classified as SC by DEM and are currently closed to shell- fishing-by the Div. of Health-Services. Submitted by s i Nelson G.
