Subject: Waterside Phase 1A & 1B
Sewer Permit Modification (WQ0039115)
Pender County, North Carolina
Cape Fear Engineering, Inc. (CFE) is requesting a modification to the existing Waterside Phase 1A & 113
sewer permit. The gravity severer system extension permit being requested at this time will serve Phase lA &.
1B of the project which will consist of 90 residential single family lots. This current modification captures land
plan changes and subsequent changes to sewer main sizes and line lengths. Please find the attached documents
to modify the gravity sewer system permit to be installed for Waterside Phase 1A & 1B.
All flow gill eventually be discharged to an existing manhole (WQCS00278) at the intersection of the
proposed Edgewater Way and Roland Ave. Ultimately wastewater flows from the project will discharge to the
Surf City WWTP High -Rate Infiltration and Wastewater Irrigation System (WQ0000795).
This project was previously permitted as WQ0039115 with the most recent modification to the permit on
October 27, 2017. An additional 2 lots have been created as a result of land plan revisions. Subsequently, the
total anticipated daily flow has increased from 31,680 gal/day to 32,400 gal/day. A Flow Tracking/Acceptance
Form was approved by the Town of Surf City for the additional flow and a signed form is included in. this
submittal. Please find all included items listed below.-

SEWER DESIGN NARRATIVE
GENERAL:
The proposed subdivision, waterside is located in Pender County, North Carolina. The project is
located approximately 3/4 miles southeast along NC 21ONC 50/ Roland Ave. from the intersection
where NC 210 and. NC 50 merge. Please note this submittal is a modification to an existing permit
(WQ0039115) due to land plan changes which resulted in changes in line lengths and two
additional lots. Please note that the previous permit included a pump station and forcemain that
will not be included in this design.
Waterside Phase 1 A & 1 B will include the development of 90 single family residential lots.
Wastewater flows from the proposed Phase IA & 1B will be conveyed through a new gravity
sewer system. After flow from the entire project area is conveyed to SSMH #1, it will discharge
to an existing manhole (WQCS00278) at the intersection of Edgewater 'Way and Roland Ave.
Ultimately wastewater flows will discharge to the Surf City W WTP High -Rate Infiltration and
Wastewater Irrigation System (WQ0000795).
The proposed gravity sewer system for Waterside Phase 1 A & 1 B consists of approximately I,850
LF of 8 -inch gravity plain and. 2,700 LF of 10 -inch gravity main.
WASTEWATER PROJECTION:
Per 15A NCAC 02T .0114 each lot will have an average daily flow of 360 GPD. With 90 lots in
Phase 1 A & 1 B. the anticipated flow has increased from the previously permitted 31,680 GPD to
3294011 GPD.
SYSTEM DESIGN:
Gravity System.
The gravity sewer system for the project has been sized in accordance with the requirements set
forth in "NCDENR Minimum Design Criteria for the permitting of Gravity Sewers".
TREATMENT FACILITY:
The propo sed wastewater flow'of 3 2,400 GPD for Phase 1 A & 1 B of the proj ect has been approved
by the Surf City WWTF High -Rate Infiltration and wastewater Irrigation System. At such time
additional flow capacity is required for future phases it will be requested.
OPERATION AND MAINTENANCE:
The Town of Surf City will be responsible for the operation and maintenance of the sanitary sewer
system.

III. Certification Statement:
I Ashley Loftis certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
