Since we rely on other divisions and agencies to review each project within their realm of expertise, we must accept their responses and recarn-endations as valid concerns. The Division of Environmental Manage- ment submitted a request for more details about your project in order to apply their best professional judgment pertaining to stormwater runoff. Narrative description The applicant's property is a half acre tract located adjacent to Whittaker Creek off Tosto Circle in Oriental, Pamlico County. The property is characterized by 3-5' elevations and is presently wooded with pines mixed with smaller hardwoods. Soils are sandy clay. Adjacent to the shoreline is a fringe of irregularly flooded black needlerush marsh which ranges in width from 40-80'. Whittaker Creek in this area is about 135' wide. Upstream the adjacent property i-s undeveloped and down stream is the Sail Craft, Inc. marina. The applicant is proposing to construct a five-slip marina at the site and will be constructing piers over the marsh adjacent to his property. The pier will be 6' in width and will extend from the high ground about 56' and "T" at this point. Pilings will extend offshore an additional 44' and the entire structure is proposed to be about 65' wide. A small pier is proposed to extend between the existing Sail Craft dock and the proposed structure by Mr. Anderson. On the adjacent high ground a dock house is proposed along with a future building whose purpose is uncertain at this time. Anticipated.i.mpacts Construction of this project as proposed will result in no significant disruption of navigation in Whittaker Creek. The construction of the building and dock house will involve the disturbance of 9,680 sq. ft. of adjacent high ground in order to facilitate construction. Pil- ing placement in the marsh and the adjacent waters will result in very insignificant impacts to the marine fishery resources of the area. Some turbidity should be expected in the placement of these structure. Whit- taker Creek is classified as a primary nursery area by the DMF and waters are classified by DEM as SA. Narrative description The applicant's property is a half acre tract located adjacent to Whittaker Creek off Tosto Circle in Oriental, Pamlico County. The property is characterized by 3-5' elevations and is presently wooded with pines mixed with smaller hardwoods. Soils are sandy clay. Adjacent to the shoreline is a fringe-of irregularly flooded black needlerush marsh which ranges in width from 40-80'. Whittaker Creek in this area is about 135' wide. Upstream the adjacent property i-s undeveloped and down stream is the Sail Craft, Inc. marina. The applicant is proposing to construct a five-slip marina at the site and will be constructing piers over the marsh adjacent to his property. The pier will be 6' in width and will extend from the high ground about 56' and "T" at this point. A small pier is proposed to extend between the existing Sail Craft dock and the proposed structure by Mr. Anderson. On the adjacent high ground a dock house is proposed along with a future building whose purpose is uncertain at this time. 10. Anticipated.i.mpacts Construction of this project as proposed will result in no significant disruption of navigation in Whittaker Creek. The construction of the building and dock house will involve the disturbance of 9,680 sq. ft. of adjacent high ground in order to facilitate construction.
