Corey Basinger Regional Supervisor Water Quality Regional Operations Section 610 East Center Avenue, Suite 301 Mooresville, NC 28115 Subject: Response to Violations Dear W. Corey Basinger: RECEIVEDINCDENR/UWR JUL 16 2018 WQROS 11100RESVILLE REGIONAL OFFICE This letter is in response to the daily violations that occurred in February of 2018 at Seven Cedars Mobile Home Park WWTP. Several temporary factors contributed to the limit violations, immediate actions were taken upon discovery, the facility was in compliance within 7 days of the discovery, and has remained in compliance to date. As reported on the Discharge Monitoring Report, several factors contributed to the limit violations. The facility endured drastic weather changes including uncharacteristic warm temperatures and excessive rain and snow. The facility also experienced reduced influent due to higher than normal vacancies in the property. Upon discovery of the violations, the status of the facility was discussed with the ORC and the state was verbally notified. A washout occurred due to heavy rains and the facility was reseeded immediately. The reduced influent issue was corrected by increasing the occupancy of the mobile home park. Six homes were rented within eight weeks of the violation therefore increasing the influent to the facility. All samples taken after February 9, 2018 have been in compliance. Notwithstanding the daily violations, the monthly average for both Total Suspended Solids and BOD were in compliance for the month of February. There have been no further violations to date nor do I anticipate future problems. Sincerely, David Millsaps Owner
