I have reviewed the PCN and plans for the above referenced project. I plan to verify the use of the NWP 18 and 27 today with a few caveats for your information, and to ensure consistency between the 404 and 401 permits: The PCN lists the stream impacts at 150 Lf. of temporary impacts. However, since the work done within the stream will remain in place after the project is complete, they are considered permanent impacts (though not a loss of waters of the US). I will parse out 33 Lf. of impacts for the concrete block wall to fit under NWP 18 (since it doesn't use natural channel design), and the remaining 117 Lf. of stream impacts to fit under NWP 27.
