4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*

The existing site is a 22.5 MGD Water Treatment Facility. Surrounding areas are forested riparian buffer, forested
cypress wetland and previously
disturbed wetland. GUC currently has 8 intake screens in the Tar River that have become partially covered by
river sediment.
The GUC Raw Water Intake facility is located on the bank of the river.

4f. Explain the purpose of the proposed project:*
The proposed project will remove the sediment that has accumulated on and around the screens to restore full
operational capacity of our intakes to ensure GUC has the ability to supply adequate supply of water to customers
for consumption and fire flow protection.
4g. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The area to be dredged is between is between the two intakes. GUC had a diver to inspect and repair screens last
month to the downstream intakes . The damage was caused by sediment blocking more than half of the screen
causing higher pressures when backflushing. Partially cover screen impacts water flow to the treatment process.
The diver found the sand bar across from intake 2 is partially covering the intakes. Dredging will begin in this area
then move towards intake 1. Proposed methods are either hydraulic dredge or mechanical dredge. Hydraulic
dredge discharge pipe will transport Tar River sediment to spoils area located approximately 400 ft. from Tar
River. The spoils area has an eight inch overflow pipe to capture any decant to prevent overflow of spoils area.
Any decant that enters the pipe flows back to the raw water pump station wetwell. The water in the wetwell is
pumped into the Pre -settling impoundment and sent through the treatment process. Water levels never reached
the overflow pipe in previous dredging project due to the surface area of the spoils area being adequate to hold
discharge.
Mechanical dredge -sediment will be excavated from River either by long reach excavator or excavator on a barge
and loaded onto a off road dump truck where sediment will be transported to spoils area. Neither method will
impact Tar River or wetlands. A Request for Bid will be sent out once GUC receive approval from DWQ.

Permits have been obtained for previous dredge operations, as well as construction of the Raw Water Pump
Station and later improvements. See attachment. In addition in 2016 GUC completed a PCN application for
maintenance dredging , SAW -2016-01379, requesting utilization of Nationwide Permit (NWP) 3 for maintenance of
intake structures to the Greenville Utilities Commission Water Treatment Plant on Old River Road. An extension
was granted from the Army Corps of Engineers, Kyle Barnes, in May 2017.

Iowa vanes, while not totally successful in keeping our screens free of sediment, do appear to have reduced the
frequency that in stream dredging is required.
