The cut -through channel has been realigned to the west to minimize encroachment into the Primary Nursery Area and the portion remaining within PNA has been reduced in scope to previous 2010 dredge dimensions. Another vibracore was also taken in the cut - through channel and sediment compatible analysis has been reworked to account for the new channel location. Please see the attached supplemental info and let me know if you have any questions, comments or concerns. The second attachment contains the revised Geotech and plans (revised plans can be found on pages 20-21). This application proposed increasing the channel widths of previously dredged navigation channels within New Topsail Inlet and the New Topsail Inlet channel complex. The additional width of the dredge cut provides shoaling capacity to extend the project lifespan from 3 years to 5 years, while simultaneously providing sufficient beach quality sand to nourish the Town's beaches to the Federal CSDR project standards. Since that time multiple discussions have occurred to address concerns of the State and Federal permitting agencies, resulting in modifications to the original permit application package. Included in the changesare: 1) Channel dredging in Banks Channel will cease at station 210+00 as our current vibracoring efforts did not extend past this point. 2) The layout of Banks Channel has been shifted slightly in areas to avoid potential SAV impacts. The NCDEQ Fisheries Resource Specialist indentified areas less than -4' Mean Low Water as potential SAV habitat. The Banks Channel alignment was adjusted slightly to avoid all impacts to water depths less than 4' MLW. 3) Dune construction will not occur in the Inlet Hazard Area AEC Zone (beach stations 0+00 to 17+50.) 4) New Topsail Inlet channel widths will remain at the previously permitted 150' wide from its confluence with Topsail Creek and the inlet throat. From the inlet throat through the offshore ebb shoal, the inlet will be 500' wide. 5) The cut through channel layout has been completely changed since the original application was submitted. An extensive PNA has been delineated across much of the flood shoal of New Topsail Inlet. Regulations prohibit new dredging within a PNA unless it occurs in an established and continuously used channel. As such, the location and dimensions of the cut through channel have been relocated to a naturally occurring channel that currently resides within the flood shoal. The width of the cut through channel has been reduced to 200' wide and the depth remains at 16+2' MLW. A very small portion (240') of the cut through channel passes through the PNA boundaries. Within this area, the dimensions are reduced to that of the channel that was dredged in 2010 (150' wide and 8+2' MLW depth). 6) In an effort to avoid foraging habitat for shorebirds, ie. Red Knot and Piping Plover, the Topsail Creek and New Topsail Inlet Channels have been adjusted slightly to follow the naturally deep water surrounding the flood shoal. The dredge toes will not impact the existing marsh and the channel alignments now avoid as much emergent low tide shoals as possible. Channel Summary As mentioned above, as we have progressed through the permitting process some of the proposed dredge channels have been modified to minimize environmental impacts. Topsail Creek, New Topsail Inlet and the Cut Through Channel have all been shifted and the dimensions of New Topsail Inlet and the Cut Through Channel have been modified. The proposed dredge areas and dimensions of Banks Connector Channel, Banks Channel, Banks Side Channel 1 and Banks Side Channel 2 have not changed since the original permit application. The total volume to be dredged within each channel changes as the dredge area is shifted and the vibracores that represent the dredged material may change as well. The original spider map was used to re calculate the volume of material each stratigraphic layer of sediment represents. As discussed in the original geotechnical report, the polygons for the spider map are developed based upon the spatia( relationship between adjacent cores—each side of the polygon represents the exact midpoint between adjacent vibracores. Once created, the individual polygon is copied vertically downward to represent individual layers that exist in the core, emulating the stratigraphic conditions of the sediment that were established during the core logging. Each individual stratigraphic section shown in the core logs is represented by an independent layer in our volume program. The total volume of each stratigraphic layer within the proposed channel design is calculated using Trimble Terramodel and multiplied by the grain size statistics of the layer's representative sample. Because of varying initial sample sizes, the weight retained on each sieve is converted to a percent of the total sample retained to normalize the values. For example, if a one sample had an initial weight of 225 grams and another had an initially weight of 205 grams, the weight retained on each sieve would not be comparable between the two. To alleviate this issue, the values are converted to percent retained to equilibrate the samples. The total volume represented by the sample is multiplied by the individual percent retained on each sieve to create a weighted value for each sample. The weighted sediment statistics are then combined in a comprehensive spreadsheet and averaged for the entire channel length and volume, resulting in the weighted average sediment statistics for each individual dredge area. Finally, the individual channel statistics are combined to generate the weighted average values for the entire channel system as a whole and are compared to the native grain size statistics for Topsail Beach. As channels have been modified during the permitting process, the overall geotechnical analysis has to be updated to reflect these changes in channel location and volume dredged. Geotechnical spreadsheets are attached to this document to show the updated statistics for each individual channel that has been modified as well as an updated analysis of the channel system as a whole with the updated dredge volumes. As the material within the channels is of good quality, the channel alignment modifications do not have negative implications towards sediment compatibility. The proposed dredge sand remains a close match to the Topsail Beach native grain size statistics and is a good source for beach nourishment. The table below summarizes the grain size statistics for each channel and how they relate to the native beach sand as well as the CRC Sediment Criteria thresholds. TI Coastal Services, Inc. 387 N. Since the original submission, the channel alignments have been modified. Due to the relocation of the Cut -Through Channel, an additional vibracore was needed to fulfill the requirements of core spacing as defined by the NC Sediment Criteria Rules. This additional core was collected by Athena Technologies on July 11, 2018 and the split core was delivered to TI Coastal Services for analysis on July 13, 2018. The core was photographed and described, samples were taken to represent the stratigraphic layers found within the core and grain size and calcium carbonate analysis was completed. These statistics were applied to our weighted average analysis of the overall channel system and the geotechnical tables were updated with the new data. Please reference the following tables and plots for updated geotechnical information for the project. Included are: 1.
