I'm reviewing the Speight Branch Basin Sewer Improvements project (DWR#20180817), and have one issue with the project as proposed: The impact at Site 1 show fill and excavation to realign the channel. The issue is that the fill in this area is proposed to be armored with riprap stone through the buffer. Because it's buffer it would have to be replanted with native hardwoods and vegetation. I think there may be confusion as the top of the bank is called out at 359.78' in this fill area, but it's at 351.60' on the other side of the channel in that Site 1 and at about 350' for rest of the channel. A bank of 10' higher is in the Site 1 area would no longer be channel bank, but sloping riparian buffer area. The top of bank would be approximately "351', equal elevation as the opposite bank. I'll need revised plans to show plantings in the buffer pursuant to 260 trees/acre and no rip rap armoring. I can't issue approval until this issue is resolved, therefore the project processing is hold until this information is received.
