The Town of Snow Hill submitted. the renewal application for NPDES #NC0020842 on 19 October 2017. The permit expired on May 31, 2018 but at this time we have not received a draft permit for review. We are submitting this additional request for a permit modification prior to permit renewal for your consideration. The current permit requires Upstream/Downstream monitoring for: temperature, dissolved oxygen (DO) and conductivity. There is also an effluent monitoring requirement for conductivity. The Town is requesting the following modifications to the permit: e Removal of upstream and downstream monitoring requirements. We feel that no useful data, as it relates to the operation of the WWTP, is gained by monitoring these three • parameters in the receiving waters. The discharge characteristics cannot be changed in a manner that will affect the receiving waters. Minimum DO in the effluent is already a permit condition. In addition, there are many other environmental influences on the creek between the upstream and downstream sampling locations to make any correlation to the effect of the WWTP discharge. The majority of the urban runoff from the Town reaches the receiving waters in the location between the upstream sampling location and the discharge pipe. TOWN OF SNOW HILL 908 SE SECOND ST. Between the two locations is the discharge from another municipal wastewater treatment plant and the creek is bounded on both sides by agricultural lands. This acreage includes cropland as well as CFOs. As this area is flat, all drainage ditches from these areas drain in the creek. A summary of the data for 2017 is attached. A review of the data does not indicate and influence of the discharge on the receiving waters. • Removal of effluent conductivity monitoring from the permit. The influent wastewater at the WWTP is primarily domestic in nature and comes from commercial and residential users. There is one small industrial user that processes sweet potatoes. The process water is captured on-site for separate disposal. Effluent monitoring of conductivity indicates little change in conductivity over the permit period. Effluent quality is already monitored via testing for BOD5, TSS and ammonia nitrogen. We thank you for your consideration in these matters.
