Based on the very high concentration of pollutants observed on multiple occasions in the facility's runoff (Fecal = >1.2 million, > 750,000; very high BOD (1,000 mg/L), COD, Copper, and Zinc), my recommendation would be to have them continue with the current monitoring requirements through this 5 -year permit renewal. After that point, it seems like enough data would be present to justify an individual permit or to release them to the typical conditions of the NCG13 permit. The primary issue with the facility is a lack of adequate housekeeping and BMP maintenance, which had led to excessive pollutants on site and basin conditions which have likely led to bacteria replication and contributed to BOD issues. At this point, continuing to require monitoring would be ideal as it should assist them in establishing proper maintenance intervals and procedures, and allows us to evaluate their status outside of our in-house monitoring efforts. Hi, Chad, I just realized that NCG130079 (Queen City Transfer) got renewed with the rest of the batch of NCG13s recently. It was supposed to be with the group of "special" COCs we reviewed at the GP renewal, but we missed doing that. It does not look like anyone has yet requested a copy of the COC, though — it's not in our Laserfiche records for NCG130000 to date. So, unfortunately we let this one slip through without checking to see if it should be renewed under NCG13 as is, or direct the permittee to another path (individual permit). Or, if we needed to provide them special instructions about continuing to monitor the extra suite of parameters. Chad, what would Meck County advise? Let them stay under NCG13 as is, or send a follow up letter to let them know they should continue monitoring the extra parameters?
