A preliminary jurisdictional determination verification meeting was held on November 3, 2016, at 10:00 am at the project site in Greenville. The following people were in attendance: Betty Ann Caldwell JayJohnson Tom Steffens Garcy Ward Chris Dustin Susan Westberry NCDOT - Division 2 NCDOT - Division 2 USACE Washington Regulatory NCDEQ - Division of Water Resources SEPI SEPI The purpose of the meeting was to field verify stream and wetland features delineated and classified by SEPI staff in the field on August 24, 2016. Meeting attendees met at the Speedway gas station at the south end of the project. Field verifications began at the south end of the project at Stream SA and Pond PA and moved to the north through the project area. Results of the verifications are as follows and summarized in the table below: • Stream SA will remain intermittent for the purposes of DWR, but did score higher than the original rating. • Pond PA is not jurisdictional. The pond has no connection and is a stormwater feature. • Stream SB from the origin to the area of rip-rap/pipe outlet should be changed from ephemeral to intermittent. • Stream SB from the area of rip-rap/pipe outlet to the confluence with Greens Mill Run should be changed from intermittent to perennial. • Stream SC, above the confluence with Stream SB should be changed from intermittent to perennial. • Stream SC/Greens Mill Run mainstem remains perennial. . The small potential wetland feature adjacent to Stream SC (not mapped in package) was determined not jurisdictional - no change. • Stream SD will be changed from intermittent to perennial. • Tributary SF will remain ephemeral but will be labeled on figures as a linear stormwater conveyance. • Wetland feature WA is not jurisdictional. NWP 14(1) will include Stream SA. NWP 14(2) will include Greens Mill Run and SE. SR 1203 is located in Pitt County, Greenville, NC (Figure 1). The project area consists of approximately 88 acres (Figure 2). Jurisdictional Features A delineation and verification of jurisdictional features conducted by SEPI, NCDWR and USACE on November 3, 2016 identified one jurisdictional wetland area (WB), Four perennial streams (SB, SC, SD and SE), and two intermittent streams (SA, SB- Culvert outlet to rip-rap in Stream Channel). The jurisdictional features are shown over aerial imagery, soil survey data and LiDAR imagery in Figures 3 through 5. Photos 1-13 show the potential jurisdictional features. Tar-Pamlico Buffers Intermittent and perennial streams shown on either USGS topographic quadrangles or USDA soil survey maps are subject to The Tar-Pamlico Buffer Rules. The included inventory tables indicate which stream features are present on the USGS and USDA maps. The USGS (Figure 2) and USDA maps (Figure 6) are included with this package.
