Spruce Pine Storm water Permit NCS000093 Mitchell County BEST MANAGEMENT PRACTICES SUMMARY Best management practices at the BRP US Inc. Spruce Pine facility include good house- keeping practices, preventive maintenance, considerations of materials compatibility, security measures, and employee training on pollution prevention and spill response. Good House Keeping Practices Good housekeeping practices include: • maintaining a clean and orderly facility, • careful storage of drums and totes containing chemical materials, • secondary containment structures for tanks, drums and totes of chemical materials having the potential to impact stormwater discharge, • covered and contained storage for bulk spent sand, • covered and contained storage for metal chips, • contained storage for metal scrap, • covered storage for empty drums qued for recycling and, • covered storage for excess and project equipment and materials. Preventive Maintenance Preventive Maintenance practices include: • Preventive Maintenance (PM) tasks and schedules specific to equipment and pollution control devices, • Using a Maintenance Management Software (Guide) to track and document not only PM efforts but regular maintenance efforts as well, • Establishing routine inspections of equipment and pollution control devices specific to Permit requirements and/or vendor recommendations and, • Establishing monitoring requirements specific to Permit requirements and/or vendor recommendations, Materials Compatibility Materials compatibility practices include: • Careful review priorto the purchase of any new process chemicals, or materials by following the procedures established in the "New Chemical Approval Procedure", • Avoiding the reuse of any storage equipment, vessels or containers for material other than what was originally in the equipment, vessel, or container, BRP US Inc. Security Measures Security practices include: • Exempt and maintenance personnel being responsible for maintaining a constant awareness of facility activities and personnel, • All employees being aware of normal operating conditions in their respective areas and immediately reporting any abnormal operating conditions observed such as oil leaks or spills, chemical spills, unusual discharges, etc. and, • All employees being aware of strangers entering the facility and immediately reporting their presence to facility management. • Security camera system accessible by members of management. Personnel Training Personnel training includes: Annual SWPP Plan awareness training, 40 -hour HAZWOPER with annual refresher training for Emergency Coordinators and, Training for affected personnel when equipment or process changes affect the SWPP Plan. Planned BMPs Planned BMPs include: • Two secondarily contained storage units to house flammable materials and oil containing products are being installed and will be inside a secure fenced area. • Panels are being added to dust collectors to protect discharge chutes from wind and precipitation. Where necessary, discharge chutes are being modified for better discharge into hoppers. BRP US Inc.
