Dear Mr. Hennessy,
Pursuant to North Carolina General Statute(NCGS) §105-275(8), Duke Energy Carolinas, LLC. is requesting tax
exemption certification for qualifying water pollution control equipment currently being installed at the referenced
plant. The qualifying water pollution control equipment and appurtenances,operating in accordance with the terms and
conditions of the referenced NPDES permit, are detailed in the attached North Carolina Department of Environment
and Natural Resources, Division of Water Resources Application for Tax Certification and Exemption Form TC-WQ.
In accordance with NCGS §105-275(8), form TC-WQ details the facility's water cleaning devices and appurtenances,
which are"[R]eal and personal property that is used...exclusively for ... waste disposal or to abate, reduce or prevent
the pollution of...water..."
Submission of this application is required as a process step in the State of North Carolina Department of Revenue's
pollution control certification process for real and personal property tax exemption of certain assets used in pollution
control capacities within the facility. The equipment's primary function is the waste disposal,reduction,or prevention
of water pollution.

DIRECTIONS: Complete and mail signed copies of the application form and all supporting information to both: 1)the County Tax Administrator for the County in which the facility is located(one copy)
AND 2)to the NC Division of Water Resources,Surface Water Protection Section, 1617 Mail Service Center, Raleigh,NC 27699-1617(two copies). Type or print in blue or black ink. A separate
application package is required for each facility where property proposed for tax certification is located.

a)Tax Certifications will only be processed for facilities under the authority of the DWR and only if the DWR has found that the described property:
1. Has been or will be constructed or installed;
2.Complies with or that plans therefore which have been submitted to the DWR indicate that it will comply with the requirements of the Environmental Management Commission;
3. Is being effectively operated or will,when completed,be required to operate in accordance with the terms and conditions of the permit,certificate of approval,or other document of approval
issued by the DWR;and
4.Has or,when completed,will have as its PRIMARY rather than incidental purpose the reduction of water pollution;
5.Is being used exclusively(100%)for waste treatment.
b)If approved,the Tax Certification issued will incorporate all requested assets at the facility that meet the criteria for Tax Certification by DWR. Therefore this application must include any new assets
for which Tax Certification is being requested,as well as any assets previously receiving Tax Certification from DWR for which Tax Certification is still needed.

'If the asset is listed in the DWO permit,the description must be identical as listed on the current permit. If the asset is not specifically listed in the DWO permit,the applicant must attach detailed information as to why the asset should qualify for Tax Certification.
"When certifying systems or equipment,DENR is not certifying the cost of the equipment or the year of acquisition.
Facilities: To qualify for tax certification,the building or section of building being applied for,must be used exclusively for water pollution prevention. A sketch of the building,square footage along with details
as to how the building is used for water pollution prevention,is required.
Land: To qualify for tax certification,the land must be used exclusively for water pollution prevention. A schematic diagram of the facility detailing the land being applied for is required. The amount of land
(acreage)is required and how this land is being used to prevent water pollution. For wastewater treatment and irrigation system list separately the acreage used for actual treatment from the acreage required by
the facility's water quality permit for buffers and setbacks.

Dry Bottom Ash Handling System
As a result of Coal Ash Management Act and the federal CCR Rule, Belews Creek's bottom ash handling must be
converted from a wet sluice operation to a dry ash handling system. The Dry Bottom Ash Handling System project
will include the following water pollution control facilities:
• Drag-chain submerged flight conveyor(SFC)capable of dewatering bottom ash coal combustion residuals
(bottom ash (BA), pulverizer pyrites,economizer ash and APH ash) for both units
• Overflow tank and associated pumps
• Maintenance tank
• Load-out bunker
• Pipe rack from ash trench corridor to SFC Island.
• Conveyor structure for new concrete load-out area.
• Access roads for transport of dry bottom ash

Lined Retention Basins
At the Belews Creek Plant, low volume and process flow streams are routed to the ash basin prior to
discharging through Outfall 003.The ash basin allows solids to settle out and for the various flows to
comingle prior to the NPDES sampling point.As a result of Coal Ash Management Act and the federal CCR
Rule, Roxboro's ash basin will not be allowed to receive these flows after April 17, 2019.The Lined
Retention Basins project will include the following water pollution control facilities:
• two lined basin primary cells
• one secondary lined polishing pond
• chemical addition equipment at the inlet and outlet
• one holding basin to provide retention and treatment for high-volume flows

The Belews Creek plant is installing equipment to reroute Process and Storm water lines from Ash Pond to a new
Retention Pond to comply with the requirements for the closure of the active Ash Basin in accordance with CAMA
and CCR requirements.
• Sump pumps and booster pumps required to convey flows to Outfall#003A. Sump pumps to be installed
for the Pine Hall Road Landfill lift station,South Coal Pile Holding Pond, North Intermediate Coal Pond,
Coal Pile Main Sump Pump,Water Re-Direction Sump Pump, Holding Basin Pumps, and the Retention
Basin Effluent Sump Pump.A booster pump skid will be provided for potable water to the Chemical Feed
area.
• Instrumentation and controls for plant water reroute
• New piping to tie into new project re-route sump structures.Approximately 34,000'of new piping
included in project
• Chemical feed equipment, DCS equipment,and Power Control Module building(PCM) required to support
the new system.

• New baghouse filter,vacuum system,and single point of failure balance of plant material
• Update instrumentation and controls to support dry fly ash handling operation
