The qualifying water pollution control equipment and appurtenances,operating in accordance with the terms and conditions of the referenced NPDES permit,are detailed in the attached North Carolina Department of Environment and Natural Resources, Division of Water Resources Application for Tax Certification and Exemption Form TC-WQ. In accordance with NCGS §105-275(8), form TC-WQ details the facility's water cleaning devices and appurtenances, which are"[R]eal and personal property that is used...exclusively for ... waste disposal or to abate, reduce or prevent the pollution of...water..." Submission of this application is required as a process step in the State of North Carolina Department of Revenue's pollution control certification process for real and personal property tax exemption of certain assets used in pollution control capacities within the facility. The equipment's primary function is the waste disposal, reduction,or prevention of water pollution. (Name of Applicant Business Entity) TC-WO Attachment A Lined Retention Basins At Mayo Plant, low volume and process flow streams are routed to the ash basin prior to discharging through Outfall 002.As a result of CAMA and the CCR Rule, Mayo's ash basin will not be allowed to receive these flows after April 17, 2019.This project will design and construct a new retention basin to replace the current ash basin as the treatment unit for process and low volume waste streams.The Lined Retention Basins project will include the following water pollution control facilities: • two lined basin primary cells • one secondary polishing olishingP and • chemical addition equipment at the inlet and outlet • one holding basin to provide retention and treatment for high-volume flows See attached diagram for more information on placement of these water pollution control facilities. (LRB MY010189) Plant water reroute At Mayo Plant, low volume and process flow streams are routed to the ash basin prior to discharging through Outfall 002.As a result of CAMA and the CCR Rule, Mayo's ash basin will not be allowed to receive these flows after April 17, 2019.This project will redirect all of the process and storm water flow streams,that currently go to the ash basin,to either the new lined retention basin for treatment or to Outfall 002 for discharge.The Plant Water Reroute project will include the following water pollution control facilities: • sumps, pumps, and piping • chemical feed systems at both the coal pile holding basin and the new lined retention basin See attached diagram for more information on placement of these water pollution control facilities. (SW/PW M Y010188) FGD Settling Basin At Mayo Plant, a settling basin is used to remove the suspended solids from and provide storage for FGD blowdown prior to being processed by the partial thermal evaporator(ZLD).As a result of CAMA and the CCR Rule, the existing basin,which is built on top of Mayo's ash basin,will be removed from service.The FGD Settling Basin project will include the following water pollution control facilities: • new FGD settling basin to replace the current basin upstream of the thermal evaporator.The new basin will be CCR compliant and provide at least 13 MM gallons of storage for FGD blowdown.
