The applicant proposes to develop a lot in Stumpy Point, NC for a single-family residence. To create an area to build a residence the applicant is proposing to fill 15,818 feet of the property with up to 3 feet of material with side slopes of 3:1; all but approximately 300 square feet of the area to be fill is 404 -wetland. In addition to the residence the applicant also proposes a 172' x 16' gravel driveway and a 35'x 58' gravel parking area. DCM fisheries specialist conducted a site visit on 7/17/18 observe the lot and wetlands present. Although wetlands on the property have been impacted by mowing and appear impacted from heavy equipment this office recommends the proposed wetland fill activities be further avoided and minimized before final impacts are mitigated. Several examples would include adjustment of the residence on the lot to shorten the driveway, shrinking the parking area, or as was observed on many adjacent properties elevating the residence to allow for parking under the home.
