This office would like to thank Mr. Bobby Ball (ORC), Ms.Amada Owens (Environmental Compliance Manager) and Mr. Peter Rhodes (Regional Field Supervisor)for the assistance they provided during the inspection. The inspection report is attached. The following observations were made: 1. Aqua North Carolina, Inc. operates and maintains the Neuse Colony Wastewater Collection System in Johnston County that consists of approximately 23 miles of gravity sewer, 10 miles of force main, and eight (8) duplex pump stations. 2. The collection system is classified as a CS-2. Mr. Bobby Ball is the Primary Operator in Charge (ORC), and is certified CS-4 Operator. The Division's database shows seven backup operators (bORC)that are all at least CS-2s. 3. (919)788-7159 Neuse Colony Collection System Permit No. WQCS00147 Compliance Evaluation The records were readily available for review and all permit required documents, records, and reports were well organized and contained adequate detail. 4. The Collection System Site Inspection: The system has eight duplex pump station. The five pump stations that were inspected are listed below. Pump Stations Inspections included observation of signage, fencing, general condition of site and wet well, testing audible and visual alarms by pulling the high-water floats, observing upstream manholes (when present), reviewing onsite log books, etc. Generators were also tested at several of the pump stations by killing power at the station. It was noted that safety grating has recently been installed at all pump stations in the system. Other observations and any issues at the pump stations are noted in the list below a. Neuse Colony LS—An emergency bypass was recently installed at this pump station; A nearby line is designated as a high priority line due to proximity to a pond; b. Mill Creek LS—Two ROWs (one aerial) were observed;A large drop in upstream manhole;Alarm light was faint. c. Pineville East—Three nearby aerials were observed d. Buffalo Creek-Generator was tested; Nearby ROW was observed, grass was about knee high e. Bennet Place—An emergency bypass was recently installed; An air relief valve is located in nearby manhole. Other observations: f. NC Highway 42 is currently under construction and will be expanded to four lanes. A forcemain(s) in the Right-of-Way will be relocated as a result. Sewerline relocations are permitted by regulation if they fall under one of the scenarios listed in 15A NCAC 02T.0303(4). Please ensure that this relocation will meet one of these scenarios. If not, a permit or permit modification will be needed. g. A contractor is currently replacing all back-flow prevention devices and broken yard hydrants at the lift stations that have water service. h. Visitor Center Aerial (High-Priority Line)—It was noted on a previous inspection that this high-priority aerial in a ditch at the Flowers Crossroads Shopping Center next to NC Highway 42 has a section of exposed PVC that was jointed to the DI pipe. The PVC was exposed due to erosion from stormwater in the ditch. The Operator stated that the PVC line was reburied after the last inspection, but has since been exposed again due to erosion (see picture#1). The operator stated this area will be affected by the expansion of the road to four lanes. Observe this area routinely and ensure that this issue is addressed during the expansion of the roadway. Please provide an update on the status of this line after repair or within 180 days,whichever is first. Please submit a written response within 30 days of receiving this report that addresses items 4.f and 4.h.
