This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0081621. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Mooresville Regional Office and Raleigh Complex Permitting Unit. The following violation(s) were noted during the inspection: Inspection Area Description of Violation Influent Sampling It was noted in the previous inspection, conducted on August 8, 2017, that influent sampler is not located above all side streams of wastewater such as filter backwash water and sludge dewatering supernatant. Such side streams can skew influent analytical values and miss represent treatment plant loading and removal rates. Please note that in accordance with your current NPDES Permit #NC0081621, Part I, Section A (1), Footnotes (3.) "The monthly average effluent BOD5 and Total Suspended Solids concentrations shall not exceed 15% of the respective influent values (85% removal)." Also in accordance with 15A NCAC 2B .0505 (2) Establishment of Sampling Points, (A) "Sampling points as required in Rule .0508 of this Section shall be established for collecting influent and effluent samples for each facility." Samples collected should be representative of the waste stream being sampled. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. To prevent further action, please respond in writing to this office within 30 days upon your receipt of this Notice of Violation regarding your plans or measures to be taken to address the indicated violations and other identified issues, if applicable.
