On behalf of the developer, The Farm at Mills River, LLC, we are pleased to submit revised
stormwater plans for your review and approval. Please find the responses (in red) to your plan
review comments dated July 10, 2018 below.
1. The Contact Information Section of the application was filled out incorrectly. The
applicant (The Farm at Mills River, LLC) should be listed under 1. Applicant/Financially
Responsible Party. Part 2 should contain the name of the individual who is listed as a
registered agent with the NC Department of the Secretary of State.
As requested, please see the updated application included with this resubmittal.
2. The amount of piping proposed is in excess of what is allowed under the low-density
regulations (15A NCAC 02H .1003(2)).
Acknowledged. Please see the updated stormwater plan sheet. Where necessary, piping
has been replaced by swells.
3. The Division recommends that all swales be trapezoidal to promote the infiltration of
runoff into the subsoil and reduce the potential for erosion.

EROSION CONTROL & STORM DRAINAGE NARRATIVE
General
The Farm at Mills River, LLC is proposing a single family subdivision with 79 lots. The parcels
(PIN# 9641-28-9849, 9641-28-1805, 9641-38-7847, 9641-17-9991, 9641-38-5701, 9641-19-4560,
9641-49-0022) is a total of 82.02 acres located at 294 Nesbitt Drive, Mills River. The existing site
has a house, old barns and sheds with asphalt driveways. Most of the site is pasture land with a small
portion of the site wooded. The site can be found on the “Skyland” USGS map as well as FEMA
firm maps 3700964100J dated 10/3/2008.
The project will consist of demolition and removal of some of the existing structures and one on the
asphalt driveways. The property will be lotted off in 79 single family lots. The site will consisted of
superelevated roads with permeant ditches with driveway connections for lot access. Low impact
measures and methods will be performed to maintain minimal disturbance throughout the site. Water
infrastructure will be extended along Jeffress Road and run throughout the site with fire hydrants and
air release valves at the appropriate locations. The sewer infrastructure will connect at two locations.
One will connect at an existing manhole east of the site along Jeffress Road and run though the site
to provide gravity sewer services. The second connection will convey wastewater to the west of the
site and connect to the existing sewer along Jeffress Road. Individual septic systems will be installed
as needed if gravity services are not possible. Refer to construction plans for further details of site
plan.
Erosion Control
Proposed erosion control measures consist of a construction entrance, silt fence, clean water
diversion ditches, temporary diversion ditches, temporary and permanent seeding, and stone inlet
protection and a skimmer basin to prevent sediment from leaving the site. The project consists of 20
acres that will be disturbed by grading and construction activities. The majority of disturbance will
be due to road construction. Skimmer basins and temporary diversion ditches have been design to
caught and treat areas that will be disturbed. Clean water diversion ditches have been placed to
caught and direct drainage that is either offsite or areas/lots that are not disturbed. Refer to
construction plans for further detail.
Storm Drainage
Stormwater runoff will be collected and conveyed through permanent ditches/swales and driveway
pipes. The site is a low impact development and will not exceed the maximum 24% impervious at
full build out. A parcel impervious report is included showing the impervious calculations for the
site.

Permanent stormwater conveyance pipes and ditches were sized based on the 25-year storm. The
runoff will be maintained and discharged offsite with appropriate sized energy dissipaters
