Amanda,
Thanks for taking your time yesterday to go over the plans with me. It has speeded
up my review. I've inserted responses to your questions below.

Ken,
The following information is provided on Gooden's plans regarding the
permanent diversion. Does such information satisfy DWQ's requirements? If
so the label to the permanent diversion will be expanded to include this
information.
Adding the info to the label on your sheet 1 would be acceptable as far as providing
design calcs. I would add spot elevations to the ditch center line at the upper end
and the lower end of the ditch to complete the construction specs for the ditch cross
section. Until the elevation information is presented I'm concerned about what
happens at the outlet end of the permanent diversion ditch. I'm unclear on the
location of JB428, and I don't see the elevation information for it on your sheet 2.
Is there a JB#28? Also, I see no provision by structure or grading that convinces me
that all the flow from the outlet of the ditch will find its way into the pipe,
presumably at JB#28, and so be directed away from the south pond. Rather, my
interpretation of the contours shown is that the ditch invert may very well be down
gradient from the pipe invert, so it seems to me probable that the flow will exit the
ditch, and immediately flow in the downhill direction toward manning Drive, missing
JB#28 and the pipe. Perhaps a partial grading plan around the transition from the
ditch to JB428 and/or pipe would help clarify the intended details of construction in
the area.
Do you need a revised sheet before you can approve the plan?
Yes.
If so, I will arrange to deliver it otherwise I will mail it to you. Let me
know. Thanks.
It looks like we're down to just this one issue around the permanent diversion ditch
design, specs, details, and elevations.

Amanda,
Two items jump to mind from a cursory review of this information.
a) Recall that I'm seeking some concrete means of assurance that the diversion ditch
construction details will make it to the job site. I mean, I want to see the
construction details/specs/layout of the ditch as part of the drawing set that the
site/civil contractor will use to install all the stormwater management features. I
think that means that the information should appear on the DKS drawing set, under
your stamp, as work by you or sufficiently under your direction (or your review) for
you to stamp it. I would also accept Gooden's review and stamp, if that's more
expeditious at your end.
b) The dimensional information on Gooden's typical channel cross section is
internally inconsistent. I'm concerned that if they can't get the simple geometry
dimensions correct, how that might affect their calculations of capacity and velocity
in the channel. Maybe it's ok, but I think it deserves a PE review, and correction.
c) I think my bottom line is, Yes, this is the information that will allow me to
report to Cyndi Karoly that the stormwater portion of this project is ok, pending PE
review of the velocity and capacity as dictated by the channel geometry and slope,
and correction of the inconsistent typical detail.

Ken,
Attached is plan our office has received from Gooden and Associates for the
design of the permanent diversion previously discussed. If you could please
take a look at this plan and let me know if it satisfies your comments I
would appreciate it. Thanks.
