This Office has reviewed your Individual Permit application and is placing your project on hold until
we receive the following additional information:
1. Please provide a current jurisdictional determination for Dolphin Ridge Subdivision.
On all projects potential cumulative impacts must be considered. Please record deed restrictions
that prevent any future impacts to wetlands or waters on the remaining lots in Dolphin Ridge
Subdivision, or show all proposed future impacts on the current application. Please remember
that you must demonstrate that you have no other practical alternative to filling wetlands (for
example, demonstrate that the project would not be economically feasible without these
additional lots) and you have avoided and minimized the impacts to wetlands to the maximum
extent possible.
3. Total permitted impacts to wetlands exceed one acre in Dolphin Ridge Subdivision; therefore,
mitigation in the form of restoration or creation at a minimum of 1:1 is required for any new
impacts. Please provide a mitigation plan. An in-lieu fee can be paid to the NC Ecosystem
Enhancement Program (EEP) if credits are available. If you choose the in-lieu fee and credits are
available, please provide an acceptance letter from EEP.
